Description:

Health Promotion Board’s (HPB) vision is to build a nation of healthy people. We aim to empower residents in Singapore to attain optimal health, increase the quality and years of healthy life and prevent illnesses, disability and premature death.
The Innovation Office drives the design and implementation of National Healthy Population projects, the creation of a nation-wide platform to collect and contribute real-time and personalised biometric and wellness data, through the use of smart technological solutions such as wearables, artificial intelligence and machine learning.
The Innovation Office has the ambition to transform and lead the next-generation public health & health promotion, pioneering capabilities with data and technology companies to front cutting-edge global-first co-innovations. The projects will involve a range of private and public sector players coming in to use Singapore as a test bed to trial new products and services in precision public health. Key technologies that are likely to be trialled in such projects are health-related wearable and sensor technology, big data analytics, machine learning, behavioural science, genomics and precision medicine.
This position reports to the Deputy Director of the Innovation Office.

Responsibilities:

  • Engage internal and external stakeholders to conceptualise, plan, design, commission and implement new innovative products and programmes
  • Drive the proper execution of assigned products and programmes to fulfil identified business needs and desired outcomes, on-time and within budget
  • Coordinate and perform ancillary activities to advance assigned products and programmes which includes internal consultations, legal and procurement work
  • Track and report the progress of assigned products and programmes on a regular basis such as budget utilisation, implementation timeline
  • Ensure alignment with key stakeholders throughout the product or programme lifecycles

Required skills/ experience:

  • At least 9 years of relevant working experience as a Product Manager (or other similar roles with demonstrable project management expertise)
  • Ability to work independently and as a team player with good analytical, planning and management skills towards achieving set objectives and key deliverables
  • Ability to understand and strategise business needs against competing trade-offs, and leverage data for decision-making, so as to deliver products and programmes on-time and within budget
  • Strong internal and external stakeholder management skills to engage and influence towards desired product and programme outcomes
  • Excellent oral and written communication and presentation skills.
  • Strong ability to work effectively in an environment that is highly matrixed, fluid and fast-paced.
  • Good understanding of data management processes and Singapore’s Personal Data Protection Act (PDPA)
  • Prior experience in healthcare domain or research field will be an advantage
  • Prior experience in managing tenders, innovation calls and joint partnerships as well as having project management-related certifications such as PMI will be considered favourably.
