Description:
SUMMARY OF THE POSITION
Reporting to the Director of Public Health (PH), and according to the Public Health Act and Ministry of Health and Social Services of Quebec laws and regulations in effect concerning public health in Eeyou Istchee, the Cree Naskapi act and the Strategic Regional Plan of the Cree Board of Health and Social Services of James Bay (CBHSSJB) the incumbent develops PH capacity at the local level respecting CMC and Bands activities already in place.
The incumbent oversees planning, recruitment, and management of financial and human resources for local PH activities. This new role at local levels also requires close coordination with regional PH resources and programs.
The incumbent is a member of PH management and represents PH at local level most notably with Miyupimaatisiiun Committees.
EDUCATION AND EXPERIENCE:
Bachelor degree in a relevant health or human service field or Masters degree in Community Health;
Certificate or courses in administration is an asset;
Three (3) years of management experience, public health administration or programming leadership.
Candidates with a relevant combination of education and experience may be considered.
OR
Bachelor degree and pertinent Community Health studies and/or experience;
Five (5) years of relevant experience.

KNOWLEDGE AND ABILITIES:
Good knowledge of the Ministry of Health and Social Services of Quebec (MSSS) and Quebec public health programs, laws, regulations, the RUIS network, orientations and trends especially for public health surveillance, protection, promotion and prevention;
Good knowledge of public health current issues and trends, and program planning and supervision, including the development of policies and programs, and quality assurance programs;
Knowledge of the strategic management of public health programs, integrated programming, professional and organizational interdependence, information management, and evaluation;
Good knowledge of public health surveillance methods, techniques and statistical analysis;
Good knowledge of public health research issues and literatures;
Good knowledge of public health communication needs and approaches;
Good knowledge of Cree culture;
Knowledge of Nishiiyuu Miyupimaatisiiun (traditional methods) healing practices is an asset;
Ability to apply Eeyou (Cree) culture, values, traditions and teachings into programs and services;
Good record in an appropriate level of public health or programming management;
Good record in human, financial, and information resources management is an asset;
Excellent critical thinking, planning and organizational skills as applied to planning;
Results-oriented, autonomous, flexible, and ability to multi-task;
Ability to both manage the planning and development of new programs, and the maintenance and quality assurance of existing programs;
Excellent interpersonal communication, leadership and respectful teamwork skills;
Excellent communication skills, both for written and oral presentations;
Ability to effectively collaborate with all colleagues, as a team member and team leader;
Ability in administrative and statistical computer applications.
