The Illinois Department of Employment Security (IDES) is seeking a dynamic leader to join our team as the Assistant Human Resources Manager. In this role, you will be responsible for shaping and implementing HR policies that enhance operational efficiency and align with the agency’s goals. You will oversee critical HR functions such as compensation analysis, recruitment strategies, process improvements, and the optimization of HR systems, ensuring compliance with state and federal regulations. MINIMUM QUALIFICATIONS

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization

PREFERRED QUALIFICATIONS

  • Five (5) years of experience in human resources, demonstrating increasing responsibility during those years through increases in complexity and scope of work completed and independent use of judgement in identifying and resolving issues
  • Two (2) years of professional experience in managing projects, with a proven track record of project delivery meeting or exceeding project goals and requirements
  • Two (2) years of professional experience in analyzing procedures, conducting studies and investigations and preparing comprehensive reports with actionable findings and recommendations for management
  • Bachelor’s or Master’s degree in Human Resources, Business Administration, Public Administration, or a related field
  • Two (2) years of professional experience in working with state and federal employment laws and regulations
  • Two (2) years of professional experience in managing human resources initiatives and projects, including coordinating cross-functional teams and delivering measurable improvements to human resources efficiency
  • Two (2) years of professional experience personally assessing complex Human Resources issues, evaluating alternatives, making recommendations to stakeholders and implementing innovative solutions to enhance organizational effectiveness
  • Two (2) years of professional experience in presenting information regarding human resources policies and procedures to supervisors in verbal and written communication
  • Two (2) years of professional experience supervising staff, including assigning work, conducting performance evaluations, and providing guidance and training

CONDITIONS OF EMPLOYMENT

  • Requires an Illinois State Police background check and self-disclosure of any criminal history
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties

Responsibilities:

  • Under administrative direction, serves as the Assistant Human Resources Manager for the Illinois Department of Employment Security (IDES)
  • Serves as Staff Assistant to the Manager of the Illinois Department of Employment Security (IDES) Human Resources program, performing a multiplicity of nonrecurring sensitive staff duties to assist in the administration, coordination, installation and review of human resources programs and policies
  • Leads strategic development and implementation of Human Resources program policies and procedures, fostering organizational alignment and operational efficiency
  • Serves as full line supervisor
  • Serves as a technical consultant and primary agency liaison for human resources systems and software
  • Analyzes and evaluates the agency’s pay structure and compensation framework for employees
  • Coordinates the hiring process for Personal Services Contract (PSC) employees
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
