Description:

The Municipality of North Cowichan (population 32,000) is located in the beautiful Cowichan Valley on Southern Vancouver Island, between Nanaimo and Victoria. We are seeking a skilled and dedicated professional to join our team as an Assistant Manager, IT & Business Solutions Projects. This role will provide leadership and guidance to assigned staff to support the achievement of required project outcomes as well as day-to-day operations. The position will report to the Director, IT & Business Solutions. The daily responsibilities for this role include, but are not limited to the following:

  • Collaborating with internal clients to understand project requirements and objectives.
  • Developing comprehensive project plans, including timelines, milestones, and resource allocation.
  • Maintaining project documentation, ensuring that reports, files, and other relevant materials are organized and accessible.
  • Actively contributing to project coordination, ensuring smooth execution and adherence to deadlines.
  • Collaborating with various teams and stakeholders to track project progress and provide oversight, ensuring timely completion within budget.
  • Leads technology project management, business analysis and supports change management initiatives covering integrated systems across multiple departments to ensure business solutions meet organizational goals and objectives.
  • Leads sustainment of business applications and geographic information systems, including implementations, upgrades, and enhancements, ensures application security, develops corporate reporting and visualizations.
  • Participates in departmental planning, budgeting, and relationship building with internal and external stakeholders.
  • Works with other departments to ensure business continuity is complemented with IT service continuity to achieve compliance with technological and regulatory requirements.
  • Contributes to an environment conducive of effective problem-solving, timely decision-making and critical-thinking.

Required Skills, Qualifications and Abilities:

  • Bachelor’s degree in Computer Science, Geographic Information Systems, or a related field. An equivalent combination of education and experience may be considered..
  • Relevant certifications in project management, business analysis & change management (CAPM, PMP, CCP, PBA, etc.).
  • Minimum 7 years experience in an IT role
  • Minimum 2 years experience leading a team
  • Recent experience and advanced skills in planning, implementing, sustaining, and improving key corporate business applications and services such as Tempest/Prospero, Laserfiche, Vadim, M365, ArcGIS Pro, Geocortex Essentials, and other similar solutions.
  • Recent IT project management experience.
  • Ability to lead, supervise, and manage the performance of designated staff.
  • Strong analytical, communication and problem solving skills.
  • Strong organizational skills, multitasking abilities and attention to detail.
  • Demonstrable understanding of Local Government software and business processes to suggest process improvements, workflows, and technical solutions.
  • Independence of judgment and capability of working under minimal supervision.
  • Ability to assist senior leaders with processes that may contain confidential information.

Candidates being considered will be required to undergo a comprehensive evaluation of skills, qualifications, and abilities. The successful candidate will be required to undergo a police information check. Employees required to operate a municipal vehicle during the course of their duties must possess a valid Class 5 Driver’s License and a satisfactory current driver’s abstract, which must be produced prior to operating.
