Assistant Manager, PV Solar Project Management

JOB DESCRIPTION :

• Partly responsible at project engineering design stage, for planning & coordinating the basic design, specifications, capital and operations expenditures, execution schedule, tendering, contracting and performances guarantees of the Renewables or Utilities Plant project
• Responsible at project implementation stage, for managing, planning, coordinating, controlling the project execution, procurement and construction on site until the testing commissioning including securing the necessary licenses and the achievement of Renewables or Utilities Plant performances (quality, capacity, availability, efficiency),
• Responsible for project management, monitoring, control, adjustment in construction works to ensure respect of health-safety-environment (HSE) plan, quality plan, time schedule objectives and capital expenditures budget achievement and managing effective liaisons with ENGIE SEA, ENGIE Services Malaysia, internal or external consultants, contractors, subcontractors, suppliers and authorities

KEY ACCOUNTABILITIES :

• Responsible for the management, planning, coordination, monitoring, supervision, control with respect of HSE, QA/QC quality, construction milestones, budget with all relevant parties (customers, contractors, vendors, authorities and internal of ENGIE Services) of the assigned project.
• Responsible, to internal or external customers, for managing, planning, coordinating, monitoring and insuring project performance guarantees and/or KPI given are achieved, and project testing Commissioning, handover / reception within the targeted project schedule and budget.
• Temporary relocation to the project site as deemed necessary during the execution stage of the assigned project.

EDUCATION

• Possess an Degree Bachelor science in Environmental engineering or in Electrical / Mechanical, Electromechanical Engineering.

EXPERIENCE : SECTOR, FIELD & DURATION

• Experience over minimum 5 years and proven record of successfully managing, supervising full spectrum of renewable solar projects with technical team, contractor coordination, with direct construction responsibility, with hands on experience of renewable solar plant in any sectors below,

Experience sectors:

• Power, solar renewables roof top or solar farm,
• Contracting services: EPCC engineering, manufacturers, contractors in Solar, M&E systems, utilities systems construction,
• Industries having developed solar projects : Cement, electronics, glass, rubber, tyre companies.

SPECIFIC SKILLS

• Knowledge about Renewables, Solar engineering, project planning, coordination and contracts management with interfacing with Malaysian authorities (SEDA, MIDA, Energy Commission) Knowledgeable in the operations and maintenance of solar installations. Experience and proven competence in solar energy modeling software (PV syst) or sun path softwares.
• Experience in construction modelling software Autocad (ACAD) will be a strong advantage.
• Registered Professional Engineering with the Board of Engineers would be an advantage.
• Certificate from SEDA on Grid connected PV designer course would be an advantage.
• Experience in building automation system especially with SCADA would be an advantage.

IT SKILLS AND OTHERS

• Ability to self-use software for project management computing and presentations.
• Ability to use computer software Excel, PowerPoint, Word; experience with MS project, Primavera or other project management soft wares will be an advantage.
• Having a valid class D driving license and flexible to travel in Malaysia.

• Contribute, support the Senior Project Manager for the initial project development by participating in the project feasibility assessment (site visit, preliminary design, contractual scope of work, specifications, execution schedule, costs)
• Overall, his/her duties cover the whole spectrum of project lifecycle: managing, planning, monitoring, from inception, preliminary design, design development, detailed costing, contract administration, execution, coordination, controlling the implementation, licensing and the construction of each project, while being supervise by the Senior Project Manager:
• Liaise and coordinate with Regional Renewables or EM engineering team, consultants, suppliers to understand, establish, review, validate and issue the projects specifications (M&E equipment, systems, infrastructure, structural & civil works), capital expenditures, operations expenditures and the performances guarantees; liaise with customers, support for presentation to customers,
• Manage, coordinate, liaise with Malaysian Authorities, utilities and Government Agencies for project incentives application / coordination, regular and special inspections, infrastructure and project authorizations, licensing issues, and for general project implementation coordination required,
• Manage, liaise, coordinate for evaluation & negotiation with contractors, vendors and/or suppliers’ proposals to match health-safety-environment (HSE), technical-financial, QA/QC quality, capital expenditures and profitability project specifications and requirements.
• If required for such project, manage, coordinate, liaise with Consultants for Bid tendering, bid evaluation and contractors/equipment suppliers selection.
• Work closely with Renewables Solar Business Development and Energy Management teams throughout the project development lifecycle, from Renewable Solar or Utilities Plant site visit or audit, design stage, proposal development, through to contract signing, financial close and project kick-off.
• Initiate, define project execution organization, manage the project kick-off, coordinate with engineering, contractors, develop and validate the project HSE plan, QA/QC quality plan, budget control plan, performances and works control execution plan.
• Manage, coordinate, monitor and control the project execution works HSE, QA/QC quality compliance, budget expenses; review and manage variation orders and claims from contractors if any; ensure schedule of deliverables; train and give feedbacks to construction contractors and subcontractors.
• Perform regular site review, initiate and manage coordination meetings, issue regular project progress internal / external reports, identify critical risks, timeline critical path, engineering & construction constraints, issues raised by stakeholders and manage the potential related deviations.
• Ensure project construction is implemented in accordance with strict adherence to HSE procedures, complying with technical specifications, within budget and according to schedule as stated in the power purchase agreement or contract signed with the customer.
• Initiate and manage the project testing and commissioning, validate handover procedures to deliver project performances guaranteed to the customer as well as organize training on HSE, Operation & Maintenance (O&M), project documentation to O&M operations teams ensuring practice and knowledge is effectively transferred.
• At the end of each project, initiate, plan and manage– for the Project Management section - for a full look back review of the project in order to define the return on experience, best practices, methods, tools and organization for the Projects team quality and performance improvements.
