Description:
- Support and assist the FPD Manager in crew management and compliance to regulatory requirements governing Company’s vessels
- Prepare the annual crewing budget for fleet vessels and ensure vessels operate within the projected budget
- Check and verify crew qualifications/documentation prior to joining
- Create, update, and upload crew personal files and records
- Plan, coordinate, and execute crew changes for Company’s vessels
- Handle all PNI cases to compile and collate costs and documentation
- Handle visas and ensure adherence to crew certification legislation
- Handle flag state applications and requirements
- Ensure efficiency of crewing functions such as crew changes, crew sourcing, recruitment, and retention
- Ensure crewing functions are executed in compliance with the company SMS
- Ensure crewing operations comply with the laws and regulations of the countries we operate in and the requirements of the charters
- Monitor the Training Program and ensure all crew undergo on-the-job training as per CMS
- Ensure crew undergoes a stringent appraisal process by respective vessel masters/CE
- Conduct vessel visits to ensure shipboard operations and crew living conditions comply with Maritime Labor Convention and address any crew concerns
- Is familiar with the Health, Safety, Environmental Protection, and Quality Policy (PL-005), and understands the responsibilities under the Environmental Management System (EMS). In keeping with this and other compliance policies, they understand their duty to report any environmental noncompliance and/or concern to their manager or members of the senior management team (including the highest level of management) either directly or through the open reporting system as per Management System guidelines
- Confirms that all documents, invitation letters and application forms for various travel visas are for all seafarers, supernumeraries, and roving superintendents. Keeps this information up to date in crew management software
- Helps the personnel officer prepare all necessary joining documentation (such as Seafarers Employment Agreement (SEA), letters to masters, MARPOL declaration and onboard complaints procedure contacts and acknowledgement), supernumerary documents, and travel insurance
- Ensures that all travel visas for seafarers and roving superintendents are kept valid, including US C1/D visa, Australian MCV visa, Schengen visa, Chinese visa, and Canadian visa (for senior officers)
- Authenticates and verifies seafarer Certificate of Competency (COC) from issuing authorities
- Ensures that all necessary flag state documentation is valid and dispatched to seafarers
- Arranges Pre-Employment Medical Examinations (PEME) for seafarers through company-approved and nominated clinics, forwards medical certificates and reports to assistant personnel superintendent for review and approval
- Issues seafarer working gear (such as boiler suits and other safety gear)
- Provides weekly updates concerning the status of visa applications
- Acts as a backup for the personnel officer, and assists with team deliverables

REQUIREMENTS
- Bachelor’s Degree preferred. Polytechnic diploma in Maritime Studies or Marine Engineering, High school (A Levels or NITEC equivalent), or O Levels will be considered.
- Certificate of Competency (COC) - Class 2 is required. If non-mariner, COC is not required
- Minimum 5 years of experience working in a multinational environment
- At least 3 years of experience in ship management industries is required
- Good negotiating skills are required.
- Good leadership, communication skills, and ability to manage complex projects and multi-task.
- Ability to deliver top quartile results in a hectic and demanding environment
- Proficiency with Microsoft Office Suite (including Outlook, Word, and Excel) with advance Excel skills
- Attention to detail and a proven track-record in producing accurate, quality work
- Strong verbal and written communication skills
Must exercise judgement and maintain consistency
