Job Summary
The Assistant Vice President, Labour Relations leads a network of Labour Relations experts responsible for setting the strategic direction and the day-to-day support of the collective bargaining agreements with NAV CANADA’s eight labour unions in the company’s workforce.
The position also leads a team of HR Business Partners who work closely with management and employees on the front-line, providing hands-on and strategic input, insight and advice on people-related issues.
As the corporate authority on NAV CANADA’s labour relations activities as it relates to managing the union consultation process needed to run the business; managing and supporting the grievance and arbitration process; educating line managers on effective labour relations management; providing guidance to the field on the terms and conditions of all collective agreements and measuring and reporting on the overall effectiveness of those processes and management activities, the Assistant Vice President, Labour Relations oversees the provision of professional advice and continuous support to unions, employees, and client groups to achieve optimum labour-management relations; and to promote a productive and positive employment environment.
The Assistant Vice President is an ambassador for NAV CANADA, builds key relationships and collaborates with important stakeholders, leading a broader awareness of the organization and its mission.

Key Accountabilities:
- Develops and maintains a team of LR/HR professionals with the capability and motivation to deliver the required range of LR services and programs in a high quality and cost effective manner, while achieving or exceeding targeted levels of employee satisfaction.
- Provide strategic advice to the President and CEO, VP & CHRO, executives and senior stakeholders on complex and controversial LR related issues.
- Provides updates, as required, to the Human Resources and Compensation Committee of the Board of Directors.
- Oversees the HR business partner function, ensuring alignment between HR initiatives and business needs.
- Provide proactive leadership for cross-divisional cultural change initiatives.
- Provides professional advice and continuous support to field Human Resources, Unions, employees and client groups to achieve optimum labour-management relations on a day-to-day basis.
- Oversees the development, implementation and the maintenance of a comprehensive union consultation process that is responsive to the current and long-term needs of the company.
- Promotes long term partnerships with NAV CANADA’s eight labour unions.
- Advises, facilitates and monitors organizational changes to ensure collective agreement compliance and union notification.
- Manages and monitors national union management committees. Provides functional leadership and execution of the grievance and arbitration process company-wide.
- Supports the negotiations process.
- Leads the education of management on effective conflict resolution techniques and on labour relations management.
- Coaches and maintains a productive and professional team to meet the requirements of the company’s labour relations activities.
- Ensures through development, training and cross-functional experience, the continuing development of competencies and business acumen for the members of the Labour Relations team.
What you bring:
Education:
- An advanced degree human resources management, business administration
- SPHR certification
Experience:
- Minimum of 15 years of experience in Human Resources
- 10+ years at the leadership level in a corporate environment
- Experience supporting leadership teams in multi-stakeholder and regulated environments.
Skills, Knowledge:
- Proven ability to resolve complex employee relations issues
- Exhibits excellent negotiation and mediation skills
- Culturally sensitive and knowledgeable of human resources issues including diverse regulatory and cultural issues and operating practice
- As a leader, sets a positive example for employees
- Protects confidential information and sensitive materials
- Collaborative, approachable, flexible and even-tempered leader, keeps a cool head under pressure and easily connects with a wide variety of stakeholders internally and outside of NAV CANADA.
- Able to engender trust and respect quickly as a manager of people with a priority for the development of staff across levels of the organization
- Extremely organized and detail-oriented
- Manages time efficiently. Ability to multitask priorities and meet deadlines
- Foster an environment of teamwork with proven ability to hold people accountable for results and provide periodic performance feedback

- Champions and supports continuous improvement initiatives by applying knowledge of change management strategies through adoption of appropriate leadership behaviours, sensitivity and decision-making required to ensure the organization achieves the desired future state in a timely, cost-effective manner
- Bilingualism in both official languages is preferred but not essential.
Working Conditions:
- This position is based at NAV CANADA’s Head Office in Ottawa but may be eligible for a flexible work arrangement.
- Occasional travel required
