The Workplace Safety and Insurance Appeals Tribunal (WSIAT) is a highly specialized adjudicative tribunal that hears appeals of final decisions of the Workplace Safety and Insurance Board. The WSIAT is currently seeking an experienced professional to provide subject matter expertise, oversight and management of data governance, data analytics and BI infrastructure and actively collaborate to provide technical advice and expertise on AI initiatives across the organization to support the Tribunal’s technology and business modernization strategies and initiatives.

Key Responsibilities
Within the Tribunal, and under the direction of the Director, I&TS, this position will:
Provides strategic leadership and direction of the development and implementation of a comprehensive and complex business intelligence (BI) strategy and data governance framework and related internal processes and protocols for the collection and analysis of internal and external data to ensure data quality, integrity, and security.
Provides leadership and direction in the design and implementation of data analytics strategies to extract insights from Tribunal data to drive informed decision-making.
Oversees and leads the design and development of the BI infrastructure and platforms, ensuring their effectiveness and alignment with organizational goals.
Oversees the use and integration of data assets in AI initiatives aimed at transforming organizational capabilities.
Implements AI tools to automate processes, predict outcomes, and enhances decision-making including leveraging machine learning models, natural language processing, and other advanced analytics techniques.
Provides expert leadership and advice on real and potential issues affecting Tribunal modernization, business intelligence, performance measurement activities and ensures that briefings, notes and correspondence are prepared appropriately.
Collaborates with cross-functional teams and Tribunal business units to identify business opportunities and challenges that can be addressed through data analytics and AI.
Provides subject matter expertise to identify and develop outcomes-based performance measures, reports, dashboards and data visualizations that support a wide range of decisions ranging from operational to strategic across the Tribunal.
Establishes and manages relationships with Tribunal business units/client groups to ensure BI solutions align with Tribunal business strategies and objectives and supports client group efforts to deliver BI solutions and implement effective BI tools.
Provides consultative work to determine, document and prioritize client needs, business processes, business case development, implementation projects, maintenance.
Regularly reviews and assesses ongoing and potential initiatives by undertaking research and analysis to prioritize efforts to automate and streamline business intelligence processes through effective use of information, best practices and technology.
Manage a team of data analysts, providing guidance, coaching, and mentorship to ensure the team’s success.
Oversees/leads the planning and execution of data driven projects, ensuring data projects align with Tribunal goals and objectives.
Leads the collection and strategic analysis of business intelligence data to support policy, advisory, modernization activities including the identification of technology needs, leading to improved compliance, accountability and cost-efficiency.
Establishes regular reporting cycle for modernization activities, reporting to support business units and senior management decision-making, ensuring established reporting requirements are met.
Prepares reports and presentations, recommends options, conducts cost benefit analyses.
Provides oversight to the creation and maintenance of business intelligence databases that support day-to-day data needs of the Tribunal and support transformation decision-making.
Works with stakeholders across the Tribunal, partner agencies, and the OPS, to clarify and conduct analyses of business requirements and impacts of related policies and processes.
Manages the section’s/unit’s budget and assists the Director, I&TS modernization and digital services budget planning and forecasting.
Stay current with industry trends and best practices in data governance, data analytics, and AI to continuously improve our practices and technologies.
Ensures life cycle of production support problems including consultation with users and stakeholders, assessing requirements, determining approaches and rationale for resolution.
Applies Tribunal financial, administrative and procurement policies to plan and manage unit fiscal, material resources, ensuring compliance with relevant legislation and directives.
How do I qualify for this role?
KNOWLEDGE AND EXPERIENCE:
Bachelor’s degree in computer science, data science, or a related field of study or equivalent education and experience; Master’s degree preferred.
5+ years of experience in a similar role, with a proven track record of leading successful data governance, data analytics, and AI initiatives.
Knowledge of data governance, analytics, data management, business intelligence and AI program and planning methods, theories, principles and practices to provide oversight.
Knowledge of regulatory requirements (e.g., FIPA, HIPPA, PIPEDA, OPS Data Governance Directive).
Proficiency in data analytics tools and technologies and AI technologies (e.g., machine learning, natural language processing).
Knowledge of performance analytics and metrics methods, principles and practices to identify and develop outcomes-based performance measures, reports, dashboards and data visualizations.
Knowledge of the Tribunal’s and ITS’s strategic directions, multi-year and results-based planning processes and service delivery models to provide oversight to develop and manage data governance frameworks, data analytics strategies and BI infrastructure and platforms.
Familiarity with cloud technologies (e.g. Azure) – credentials preferred.
Knowledge of I&IT management best practices, process and procedures to lead the development and management of data governance, data analytics and BI infrastructure.
Incorporating strong understanding of emerging technologies and business requirements to leverage technology, AI and BI to solve business and technical issues and support the Tribunal’s business modernization strategies and initiatives.
Knowledge of I&IT project leadership and management theory, best practices & techniques to consult on/participate in the delivery of I&IT transformation and modernization initiatives and projects.
Knowledge and expertise in industry best practices, systems, processes and technology programs that support complex legal, tribunal case management & hearings events.
Excellent communication and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels of the organization.
Experience planning and managing fiscal and material resources such as reviewing and approving budgets, managing assets and contract service providers, leading long range fiscal planning, providing regular financial reporting, and ensuring compliance with financial protocols, audit principles, directives and guidelines.
Skill in the use of office productivity software tools (e.g. MS Word, Excel, Outlook, PowerPoint and PowerBI).
