ASSOCIATE DIRECTOR FOR TRANSPORT SOUTH

Tetra Tech is a leading provider of expert transport services and advice to the public and private sectors, working on a wide range of high-profile projects. We are a highly motivated and commercially focussed team, working on the delivery of an ambitious growth strategy to expand our existing workload of public sector transport projects and major private sector developments. As a result, we are seeking an ambitious and experienced transport professional at a senior level to help us expand and deliver our growing workload.
One of our existing major contracts is the recently awarded Highways and Transport Professional Services Contract (PSC) for Hertfordshire County Council. The HCC PSC is a long-term contract, which involves Tetra Tech working closely with our co-consultant partners Jacobs and Tony Gee, the Council and their term contractor, which together form the Council’s overall Highways ‘One Service’.
Within this PSC, Tetra Tech is responsible for the Development Management Implementation (DMI) Service function and to provide support to other service areas within the One Service. The DMI Team currently responsible for the service delivery is circa 15 staff members.

YOUR CORE SKILLS

Your core technical skills will be based around a good all-round knowledge of the UK public sector environment within the area of transport and highways, with a strong understanding of the workings of local government and standards and processes. You should have the ability to use your technical skills to resolve complex transport and highway problems, managing projects and technical resources to deliver on time and to budget. This will need to be backed up by with good project management skills, and the ability to manage staff and develop junior team members.

In particular, we require you to have:

  • Significant experience in the delivery of transport studies / schemes for public sector organisations within London and / or the South of England (i.e., a London Borough, TfL, or a County/District Council.
  • A good relationship with several public sector clients that has been developed through previous successful project delivery.
  • Experience of liaising directly with Elected Members and other key stakeholders as required, updating and advising them where appropriate.
  • Proven team management capabilities and experience of direct line management and staff development responsibilities. This includes the ability to mentor and supervise staff.
  • Experience of project management, including the preparation of work programmes, financial management and resource management to deliver projects on time and to budget.
  • Knowledge of highway design and road safety audits, ideally developed through working on behalf of a local authority or a private sector developer.
  • Knowledge of highways Section 278 and Section 38 Agreement works, involving either preparation or review of developers’ proposals for highway works and checking specifications for works on adopted highways or roads offered for adoption.
  • Prepared and/or reviewed Transport Assessments and other transport and highways related documents received as part of a planning application.
  • Demonstrated strong leadership qualities and be self-motivated.
  • Excellent written, analytical and presentation skills.

PREFERRED QUALIFICATIONS:

  • Degree or Masters in a relevant subject (e.g., civil engineering, transport planning)
  • Professional accreditation, such as MICE or CIHT.

Responsibilities:

We are looking for an ambitious and experienced person, educated to degree level (or other equivalent qualification) in a relevant numerate subject, and ideally, a member of a relevant professional body.
Your will be a senior member of our team with the responsibility for generating work opportunities, and leading and overseeing the project performance of staff within the team. You will have a leading role in the development and implementation of our public sector growth strategy in London and the South of England and will therefore be expected to lead on winning new business from public sector clients and nurture relationships with our existing clients.
You will also have a key role in the delivery of our PSC with HCC by acting as our Service Manager for the DMI team. This is a pivotal, challenging and exciting role, which requires you to provide effective leadership for all DMI staff within the team and be accountable for their professional and technical work outputs to all internal and external stakeholders and delivery partners. It is anticipated that the Service Manager roles will on average require approximately 50% of your time.
You will have the ability if desired to follow a hybrid office / working from home approach in the role, although it is expected that you will work in HCC highways office in Stevenage at least 2 days per week.
