Working Conditions
This hybrid position is located in the heart of downtown Sacramento, at 1501 Capitol Avenue, within walking distance to the CA State Capitol Park, several restaurants, farmers markets, community events, and public transportation. Please see additional information below regarding telework.
This position requires extensive use of a desktop/laptop computer, computer monitor, mouse, keyboard, and telephone throughout the day. Persons appointed to this position may be reasonably expected to be able to sit and/or stand for a long duration.
This position may participate in telework in accordance with DHCS Telework Guidelines.

Responsibilities:

The Department of Health Care Services (DHCS), Office of Legal Services (OLS), Program Integrity and Compliance Branch (PICB) is seeking a permanent, full time Associate Governmental Program Analyst (AGPA) to join the OLS team. The Associate Governmental Program Analyst (AGPA) acts as a liaison to various programs in the Department of Health Care Services (DHCS), and assists the Privacy Officer, Assistant Chief Counsels, and other OLS attorneys in coordinating and responding to a variety of Record Requests and provides support to the Department’s Public Records Act (PRA) coordinators in technical and policy matters, and analyzes the need for escalating requests for assistance to legal counsel.
The PICB provides advice and counsel to support DHCS program implementation, policy development and ongoing administration; program integrity and compliance efforts (audits and investigations and appeals); compliance and enforcement activities related to human resources, civil rights, communications, administration, managed care and Alcohol and Other Drug treatment programs; privacy and information security policies and practices; Public Records Act (PRA) functions; and conflict of interest issues. The Branch also manages the DHCS PRA desk and service of legal process; and provides litigation support to the State and United States Departments of Justice.
In this fast paced and dynamic environment, the incumbent acts independently to perform functions in support of office-wide technology systems. The incumbent will establish training curriculums, standardized policies and procedures, and support office-wide utilization efforts. E-Discovery and customer relationship management software experience is beneficial but not required.
