Description:
Under the general direction provided by the Training Manager (SSMI), the Trainer will assist in the planning, design, development, delivery and evaluation of training as described in the CSPS Training Plan to ensure the training needs of CSPS end-users have been met and that they are prepared to use the new system when implemented. The Trainer will work as part of a team to prepare and deliver trainings through all phases of the CSPS project. Working in a collaborative manner, the Trainer will provide training related to the new business processes, new system functionality, and how to effectively manage impacts for end-users across the state.
The incumbent must demonstrate the highest level of expertise in components of the new personnel and payroll solution, training principles, adult learning best practices and customer service concepts. The incumbent will work independently and perform the more complex studies and activities for the CSPS project.
Duties and Responsibilities:

- Perform activities to assist the Training Manager and System Integrator in the implementation of the CSPS Training Plan including training needs analyses, design and development of training programs, implementation and delivery of training, evaluation of training effectiveness and update training materials based on evaluation results and stakeholder needs.
- Implement effective learning programs for CSPS stakeholders by collaborating with subject matter experts and utilizing a variety of software applications and tools, such as eLearning software (for example, Articulate 360, Vyond, or Adobe Captivate), Poll Everywhere, Survey Monkey, Adobe Acrobat Pro, and Microsoft Office Suite. Apply participant-centered training techniques and learning principles and align instructional system design models and training development models to analyze, design, develop, and implement engaging and interactive instructional eLearning and instructor-led courses, training simulations and vignettes, webinars, videos, teleconferences, and exercises that enhance retention and knowledge and skill transfer.
- Design, develop, and maintain training materials such as course outlines, lesson plans, business process flow diagrams, reference manuals, job aids, participant guides, facilitator guides, producer notes, presentations, or other learning materials as needed. Ensure curricula, learning objectives, and training materials meet ADA compliance, department standards, and CSPS Project training standards and guidelines. Incorporate emerging learning trends to provide high-quality learning opportunities for CSPS stakeholders.
- Assist in the implementation of the activities and methodologies identified in the CSPS Training Plan including design, development, maintenance, publishing, distribution, and evaluation of training materials, publications, and presentations in support of training. Identify training issues and learning gaps and assist in the development of mitigation plans to resolve them. Identify and inform OCM management of resistance. Prepare state agencies to continue delivering quality CSPS training after the project has ended.
- Schedule training and maintain the training calendar, attendee registration, enrollment, and completion using the CalLearns learning management system. Coordinate logistical support for training arrangements and courses, and ensure that all accommodations, notices to enrollees, and other preparations are completed prior to the date of training. Reserve and set-up equipment, facilities, and prepare virtual platforms as needed, prior to the scheduled start of classes. Coordinate training materials production, storage and delivery and ensure they are accessible to all stakeholders and end-users. Create contingency plans and assist with problem resolution during training activities.
- Participate in Joint Application Development (JAD) sessions. Work collaboratively with Agency Change Experts, subject matter experts, testing team and other internal stakeholders to ensure testing and readiness activities are completed and training is timed to deliver in accordance with best practices. Ensure lessons learned during the testing activities and JAD documentation are incorporated into the training activities and materials.
- Collect training data, measure the effectiveness of the training, and produce regular reports on training progress. Facilitate lessons learned and assessment activities and analyze results to identify and incorporate opportunities for improvement or modifications for future training sessions. Update training libraries and registries as needed.
- Conduct presentations and lead facilitations to small and large groups. Support SCO and CSPS by performing other duties in support of efforts to facilitate the transition between legacy and CSPS solutions within the scope of the AGPA job specifications.

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California.
