BASIC QUALIFICATIONS:

  • BA/BS in Business, the Social Sciences, the Liberal Arts, Engineering or related academic field plus 2-4 years directly related experience
  • Strong computer skills and advanced knowledge of Microsoft Office applications (Word, Excel, PowerPoint, MS Project, Microsoft 365, SharePoint and Teams).
  • Project management experience.
  • Strong analytical and problem-solving skills.
  • Effective time-management and organizational skills with the ability to handle multiple tasks simultaneously and work independently with little management supervision.

PREFERRED QUALIFICATIONS:

  • Microsoft Word, Excel and Project certifications.
  • Foundation level testing certification.
  • Systems or software engineering course work or experience.
  • Experience in government consulting or supporting government organizations.

Responsibilities:

Time will be spent addressing matters of significance to the Company achieved through contribution and leadership of project/program team(s) addressing project scope, business processes, personnel resources, budgetary and time requirements, client expectations, or similar far-reaching initiatives with broader accountability and responsibility. Interprets and adapts guidelines as applicable to changing situations.

  • Plays critical role in support of the PMt to ensure successful execution of project requirements. Provides pro-active contributions and leadership to the following:
  • Development, execution, monitoring and management of project scope requirements, personnel resources, budgets and schedules.
  • Review and interpretation of master schedule and statements of work (SOW), establishment of priorities, and revision of schedules according to projects, SOW’s, established priorities, and availability or capability of workers, parts, materials, machines, and equipment.
  • Sustained knowledge of the status of all assigned project activities.
  • Development of program implementation plans and periodic reviews.
  • Establishment, analysis, and reporting of program-specific milestones and periodic updates of performance measures.
  • Clarification of project specifications and communication to internal and external stakeholders.
  • Assumes day-to-day responsibility for anticipating and resolving issues; monitoring adherence to project scope, schedules, budgets, staff allocation, and revenue.
  • Advises project/program manager of opportunities to improve or add value to the project. Monitors technical and administrative staff activities to ensure opportunities to improve program/project operations are recognized and implemented.
  • Develops schedules in conjunction with technical staff and provides feedback to management team on progress against schedule; works with team to maintain and adjust project schedules as needed.
  • Analyzes financial performance against schedule to ensure on time and on budget delivery of project deliverables. Understands the fundamental relationship between task completion, financial performance, and client satisfaction.
  • Maintains Gantt charts, providing updates as necessary.
  • Tracks variances to keep budget on target. Verifies commitments against project status report (PSR) to ensure expenses are liquidated or controlled.
  • Assists in the development of project/program staffing plans. Routinely reviews staffing plans and advises appropriate line management on staff overages and shortfalls.
  • Reviews timesheets to assess labor usage and manages any labor allocation issues with project Team. Calculates weekly burn rate and assists PMt’s and technical task lead in forecasting labor and non-labor. Manages labor planning to ensure percentage of “over and under” is meet on a periodic basis.
  • Assist with monthly revenue forecasting and communication with PMt/program managers.
  • As directed by PMt or in their absence, will act as primary client interface, maintaining client relations and communications.
  • Facilitates team and client communications by coordinating, developing meeting agendas, and conducting meetings.
  • Exercises discretion and judgment to initiate approaches/actions to non-routine situations/conflicts and responses to inquiries and client needs and carries on daily project operations in the absence of assigned leadership.
  • Works closely with project team to document and determine best practices and lessons learned; recommends potential process changes/improvements.
  • Assists PMt with the identification of risks; risk assessment of impact and probability; the communication and implementation of a risk mitigation plan.
  • Acts as liaison among project teams performing specific technical roles as part of the overall project. Understands dependencies across teams and potential schedule conflicts; assists with resolving issues that could hamper project progress.
  • Creates project work breakdown structures (WBS) and related project plans and schedules.
  • Conducts meetings independent of PMt and/or program/line management influence. Defines and executes meeting content, etc.
  • Conducts data analysis to support ongoing reporting and management objectives. Responsible for the tracking and reporting of project cost, quality, metrics and statistics, and translates into project status documentation and reports.
  • Updates monthly status reports (MSR) compiling input from team members; uses judgment to determine what gets included in MSR’s, with final approval from PMt, line manager, etc.
  • Interprets data; analyzes trends, identifies issues/anomalies and brings matter of significance to PMt and/or program/line management attention.
  • Plans, organizes and conducts research in support of project/program initiatives. Analyzes data to prepare reports and studies for use by project/program team.
  • Develops test plans and strategies and facilitates test execution to verify system requirements and validate system function.
  • Perform necessary data collection and quantitative analysis.
  • May fulfill some administrative requirements for a project/program by performing a variety of office tasks.
  • Occasional travel in support of Program Reviews, Test Execution, Client meetings or other aspects related to job duties may be required. Travel would not likely exceed five consecutive days or three trips per year.
