Description:

The Victoria Cool Aid Society (Cool Aid) provides affordable housing, emergency shelters, primary health and dental care, nutritious meals, and wellness programs such as recreation, employment, and volunteer opportunities. With your support, the staff helps more than 12,000 people annually at 20 locations in Victoria, Saanich, and Langford. Reporting to the Manager of Property Services, the Associate Property Manager is responsible for daily property management activities such as contractual reporting, referrals and applications, unit inspections, arrears management, tenant relations, and other housing retention initiatives.
The larger Property Management team is responsible for the supervision of day-to-day property management service such as managing tenancy starts and terminations, ensuring effective documentation practices, advising on, and monitoring Residential Tenancy Act (RTA) compliance, and responding to tenancy related concerns.

A narrow selection of the larger scope and responsibilities for this position are as follows:

  • Works autonomously to oversee all property management related functions of the assigned property/properties.
  • Set performance standards, conduct evaluations, and take corrective action, including discipline and termination.
  • Lead recruitment, selection, and onboarding of department staff, including interviews and hiring decisions.
  • Foster integrated working relationships across program services, facility operations, and central administration.
  • Implement systems, procedures, and policies, contributing to operational reports and management discussions.
  • Monitor and ensure adherence to legislation, including the RTA, Fire Code, WorkSafe, building codes, electrical codes, and Human Rights Code.
  • Provide coverage for department absences including the Manager
  • Develop and implement leasing strategies to meet occupancy targets and optimize rental income in line with the organization’s mission and values.
  • Guide marketing efforts for market-rate, rent-geared-to-income (RGI), and subsidized units.
  • Respond to inquiries, conduct property tours, and promote property features; occasional after-hours showings may be required.
  • Manage new property lease-ups.
  • Screen tenants by reviewing applications, conducting reference checks, and verifying eligibility.
  • Review and explain tenancy agreements to new tenants, ensuring policy compliance.
  • Coordinate lease signings, move-ins, and move-outs for smooth transitions.
  • Implement retention strategies to minimize turnover.
  • Ensure all tenancy activities comply with the RTA.
  • Oversee tenant placements, rental payments, and tenancy duties to maintain high occupancy.
  • Ensure compliance with legislation, contracts, and tenant outcomes.

EDUCATION

  • A combination of experience, education, and training in related human services or property management, equivalent to a bachelor’s degree.

EXPERIENCE

  • Minimum of three (3) years of experience within a property management role and/or community social services context.
  • Minimum of two (2) years of leadership experience within a multi-service complex organization.

REQUIREMENTS

  • The Ministry of Public Safety and Solicitor General Criminal Record Check must be completed prior to commencement of employment.
  • Class 5 BC Driver’s License and clean driving abstract.
