JOB SUMMARY:

The Associate Vice President, Human Resources provides strategic leadership, planning and implementation of organization focused human resources programs for the campus community. As a trusted advisor, the AVP, Human Resources provides guidance on a broad range of operational and strategic initiatives to further the strategic plan of the University. This position is responsible for building and motivating a respected human resources team. This position is responsible for creating comprehensive, integrated human resource management programs, including Workforce analysis and planning; Employment/Talent Acquisition (recruitment); Classification and Compensation; Payroll and Benefits; and assuring compliance with relevant programmatic and reporting mandates.
Under the administrative direction of the Vice President, Human Resources, this position has broad responsibility for developing, reviewing, and maintaining campus policies and procedures that support effective human resources management and fosters an environment of diversity and inclusion, ongoing organizational development, and an innovative engaged workforce. The AVP collaborates with other colleagues in the California State University system, including the CSU Chancellor’s Office. The AVP is a trusted advisor to not only the Vice President, Human Resources but to all the Vice Presidents and the President in matters relating to employee engagement, leadership and employee development, compliance, organizational effectiveness, contractual requirements, and best practices.

MINIMUM QUALIFICATIONS: REQUIRED EDUCATION AND EXPERIENCE

  • Graduate degree from a four-year accredited institution or equivalent.
  • Eight years of progressively responsible experience in one or more of the functions of human resources management including at least three (3) years of senior-level human resource management experience.

REQUIRED QUALIFICATIONS

Knowledge of:

  • Demonstrated knowledge of systems, methods, and administrative procedures for planning, organizing, and directing human resource services and programs.
  • Demonstrated knowledge and experience in human resources policies and laws.
  • Thorough knowledge and understanding of fundamental concepts, practices, and procedures of human resources management.
  • Comprehensive knowledge of the principles and practices of payroll, benefits, and compensation.
  • Advanced knowledge of federal and state laws and regulations governing civil rights and employment.
  • Knowledge of complex dynamics of human interactions in the workplace.

Skill in:

  • Advanced interpersonal communication, leadership and motivational skills.

PREFERRED QUALIFICATIONS

Responsibilities:

Strategic Leadership:

As a member of the senior management team, this position is responsible for the direction of human resources, responsibility includes, but is not limited to:

  • Working closely with the division’s Senior Leadership Team providing collaborative leadership in developing sound strategic policies, practices and responses to address the broad spectrum of HR programs, policies and employment issues based upon the current needs of the organization.
  • Assessing the long-term needs of the organization and recommending organization development, planning and change, including anticipating and scaling HR processes to meet growth demands while mentoring HR team members. Continually being open and fostering organizational change as the needs of the university shift.
  • Fiscal planning and management in the areas of Employment, Classification and Compensation, Benefits and Leaves Administration, Payroll, Budget Administration and Diversity, Equity, and Inclusion (DEI).
  • Developing and recommending resources, strategies and techniques to successfully accomplish human resource initiatives.
  • Creating an environment that is collaborative, customer service oriented, efficient, proactive and continually focused on business process improvement.
  • Directly supervise management and lead employees. Carry out supervisory responsibilities in accordance with the organization’s policies, procedures, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; recommending personnel actions; addressing complaints and resolving problems.
  • Prepare reports on a range of human resources subjects for consideration; Supervise the collection and analysis of employment, salary, benefit and assignment information for reporting purposes.
  • Provide coaching and guidance to unit managers and supervisory employees in appropriate HR matters.
  • Counsel and train management personnel and others on the relevance of federal and state laws affecting assigned functional areas.
  • Advise employees on the interpretation and application of policies and procedures pertaining to human resources management.
  • Provide direction in resolving personnel procedures and policies.
