Description:
Adecco is currently recruiting for an ATIP Consultant for a 2 year contract. This opportunity is onsite in Ottawa. The successful candidate must hold a valid Reliability Security Clearance.
The ATIP Consultant will have the following responsibilities :
- Conduct ATIP file review, Research, analyze and process precedent setting as well as complex/contentious requests for information under the Access to Information Act;
- Prepare correspondence such as extension letters, consultation letters, OPI approval, and response letters;
- Conduct, coordinate, and manage consultations with various third parties, provincial and international;
- Prepare complex case rationales to facilitate consultations to resolve complex, sensitive, or controversial information release issues;
- Recommend to the Senior ATIP Advisor a decision for requests submitted under both these Acts;
- Coordinate the defense of decisions on complaints submitted to the Office of the Information Commissioner and/or the Office of the Privacy Commissioner;
- Provide comprehensive advice to Client’s management and staff on the interpretation and applications of the Access to Information Act and the Privacy Act , ATIP policy matters, and proactive/informal disclosure of information;
- Other duties as assigned;
The ATIP Consultant must meet the following mandatory requirements:
- Must have a minimum of 7 years of experience within the last 10 years with a Federal departmental designated ATIP Office in performing the following task:
- Interpreting and providing guidance on the application of Access to Information and Privacy (ATIP) legislation on Access to Information and Privacy (ATIP) files for a government institution as defined in section 3 of the Access to Information Act , for a Government of Canada Department, Agency, or Crown Corporation, including recommending strategies and approaches to Senior Management.
- Researching, reviewing, and analyzing documents for disclosure in accordance with ATIP legislation and Treasury Board policies, guidelines and jurisprudence for a government institution as defined in section 3 of the Access to Information Act.
- Negotiating with ATIP requesters, offices of primary interest (OPI), other government institutions experience.
- Must have experience with researching, reviewing, analyzing, performing consultations both internal and external, negotiating with various internal/external stakeholders, negotiating extensions when required, applying exemptions and exclusions on documents for disclosure, and seeking approvals from the ATIP Coordinator.
