Description:

SPECIALIZED EXPERIENCE REQUIREMENT:

To qualify at the CU-14 grade level you must have four full years of post law school legal experience that demonstrates the ability to perform the work at the CU-14 grade level. At least 12 months of the legal experience must have been equivalent to the CU/GS-13 grade level in federal service (obtained in either the public or private sectors) performing the following work: representing or advising an agency or organization in collective bargaining and federal labor relations matters; and providing general labor and employment legal services such as performance and conduct based actions, equal employment opportunity and reasonable accommodation matters, and representation in any related litigation.

IN ADDITION TO MEETING SPECIALIZED EXPERIENCE REQUIREMENTS, APPLICANTS MUCH ALSO MEET BASIC REQUIREMENTS:

  • You must have a professional law degree (LL.B. or J.D) of an accredited law school.
  • You must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Responsibilities:

As an Attorney Advisor (Labor and Employee Relations), you will:

  • Advise all management levels, including senior agency officials, on matters of responsibility and recommend courses of action, including the type of administrative action to be pursued in labor and employment matters involving the agency.
  • Provide legal advice and counsel related to personnel matters including performance- and conduct-based actions, matters pertaining to employee compensation and benefits programs under Title 5, as well as programs unique to financial regulatory agencies with independent pay and benefits authorities.
  • Represent the NCUA in all aspects of administrative proceedings before the Federal Labor Relations Authority, the Equal Employment Opportunity Commission, the Merit Systems Protection Board, the Office of Special Counsel, and other employment-related administrative bodies.
  • Prepare or oversee the preparation of pleadings, briefs, memoranda, and legal documentation, including settlement agreements, and correspondence for all labor and employment matters involving the agency.
  • Provide expert guidance, advice, counsel, or training for management officials or supervisors, related to collective bargaining.
  • Work closely with Office of Human Resources labor and employee relations specialists, staffing and classification specialists, and benefits and work life staff.
