Description:

PURPOSE OF THE ROLE: This post is designed to work in partnership and collaboration to promote and monitor quality of care standards working in the quality, safety and improvement team. This will require an understanding of all aspects of high-quality care standards across all services commissioned and contracted by the Integrated Care Board (ICB). This post will seek every opportunity to support and enable improvement recognising the ICB responsibility to plan and deliver safe, effective, and high-quality healthcare. KEY RESPONSIBILTIES OF THE ROLE: To lead and manage programmes of improvement, enquiry or activity on behalf of Deputy Chief Nurse/Director of Nursing as required.
This will include all aspects of effective programme management. To work with Quality Leads and other members of the team to prioritise activity and pivot into areas where immediate response is required linked to the National Quality Board risk and escalation guidance. The role will be responsible for raising awareness of the ICB and ICS Quality functions, within the organisation and with system partners. The role will include monitoring quality, sharing good practice,.
supporting the development of high-quality services that are safe, effective, sustainable and efficient. The post holder will provide expert advice regarding quality, safety and improvement and will drive continuous improvement, using a variety of improvement methodologies To contribute to the strategic thinking of the quality agenda, including involvement in the development of operational and strategic plans for continuous improvement. The role will include working closely with the wider NHS system to build relationships, promote psychological safety, share learning and work with across quality lead portfoilios on key identified priorities To support the development and implementation of the quality assurance framework for quality contract monitoring with NHS providers, taking a lead role for specific NHS provider contracts To promote high quality care and treatment including patient safety, providing advice and support to relevant providers and system partners on the NHS Patient Safety Strategy and local action plans. Communications and Relationships To build relationships and a culture of information sharing to gather a variety of data which contributes to the identification of improvement opportunities and supports the ICB quality assurance requirements and functions To both support and share learning from improvement projects through the use of a variety of improvement methodology and tools., ensuring strong relationships and collaborative working across a range of services and organisations and timely delivery against milestones improving patient outcomes and experience of care and treatment To develop key relationships and maintain networks internally and externally to facilitate good practice, new ideas and ensure lessons learnt are shared and result in changes in practice or service delivery.
Tasks and Objectives To work with NHS Somerset clinicians and colleagues to develop and improve existing quality dashboards facilitate the identification of a range of standards and metrics to ensure that the ICB plan and deliver safe, effective and high-quality healthcare. To lead and manage the development of a data collection and analysis framework, utilising digital technology and working with the digital team in the ICB , so that insight and data can be understood and utilised within the Quality, Safety and Improvement Directorate effectively. Provide support to the Digital Clinical Safety Officer/Digital Nurse, as required, including undertaking training and delivery of training as required for the team To develop reports, including the analysis and presentation of statistical reports, using a wide range of IT systems. To contribute to NHS Somerset committee reports and support the delivery of other reporting when required.
To have a strong focus on matrix working between functions within the Quality, Safety and Improvement Directorate, other directorate teams in the ICB and where relevant system partners to support improvements in quality standards, and therefore the delivery of safe, effective high-quality care and treatment. To work with others, such as the Local Medical Council, Local Pharmacy Council, Primary Care Networks, Neighbourhood teams and other clinical and non-clinical networks to develop an effective process for sharing of learning, which contributes to improved clinical outcomes, patient experience and patient safety To provide quality and patient safety advice and expertise to current and future service delivery and pathway redesign. To undertake or support specific quality improvement projects arising from national guidance and local learning outcomes including the development of detailed proposals and improvement initiatives in collaboration with the wider system. To communicate complex and sensitive information to internal and external stakeholders.
This will require an ability to effectively communicate, negotiate and present reports. To support the instigation, uptake and management of Learning from Patient Safety Events/Patient Safety Incident Response Framework (LfPSE/PSIRF) and other identified patient safety reporting processes within the Somerset system. To support wider system learning from Patient Safety Events (LfPSE), the Quality and Outcomes Framework (QOF) and other patient safety reporting processes. To work with the Quality Governance team including the patient safety specialists, patient safety partners and patient experience team to support improvements in patient experience of NHS Services through review of complaints and PALS information, patient and carer feedback and patient survey information to provide triangulated information to inform the quality monitoring process To work with the Quality Governance team on the development of a framework for horizon scanning insight in a timely way, this will include GIRFT, National Audits, Population Health data, National Institute for Clinical Effectiveness reports, Care Quality Commission reports, Health Safety Investigation Board reports, National Surveys so that Quality Leads are aware of these and improvement opportunities and support for providers can be recognised.
Patient and Public Involvement Confidence and competence in the utilisation of Health Professional Feedback and Patient Feedback as a source of information and where necessary developing systems and processes for collecting and collating patient experience feedback. To lead and manage quality monitoring visits providing both assurances to the ICB and supporting the providers in their delivery of excellent care. Lead and manage patient participation opportunities for co-design in light of lessons learnt from patient safety events. Complaints, PALs in partnership with the wider ICB and ICS colleagues, teams and services.
To support the collection and analysis of patient experience information through review of available information and when relevant engagement with patients, carers and members of the public. To create and maintain effective working relationship at all levels, internal and external to NHS Somerset, including NHS and non-NHS organisations locally and nationally. To represent NHS Somerset in county wide forum/bodies within the post holders area of expertise. Where the ICB is the lead organisation the post holder will be expected to Chair and Co-ordinate the meetings of these forum/bodies.
Policy Implementation and Delivery To analyse and translate national policy into local context to inform policy and strategy development in relation to NHS Somerset quality and clinical governance agendas. To support the clinical quality agenda to harness best practice, improve standards and give consistency in outcomes. To provide expert support and advice to line manager and Deputy Chief Nurse/Director of Nursing in areas of work and expertise Staff Management To line manage staff within the team as appropriate, this will include administration and support staff. To develop peer relationships within the ICB and provide peer support.
Provide clinical and non-clinical supervision to students as required and appropriate Risk Management To understand the risk management process within the ICB and to work with others as required to mitigate risk, this will include maintenance of the risk register and management of risks and accountability and responsibility for assigned actions To ensure key risks linked to quality of care are documented, appropriately escalated, mitigation and action plans developed, and all reporting arrangements are in place.
