Description:

PURPOSE OF THE ROLE: The Deputy Director of Strategy and Transformation reports to the Director of Localities and Strategic Commissioning. The role is jointly responsible for planning and allocating resources to meet the four core purposes of ICS: to improve outcomes in population health and healthcare tackle inequalities in outcomes, experience and access enhance productivity and value for money help the NHS support broader social and economic development The post-holder, in conjunction with the Directors and Chief Officers, will take a lead role in the development of the ICS Integrated Care Strategy, its underpinning Joint Forward Plan and associated Transformation programme. The role takes a lead on stimulating and encouraging collaborative working across organisational boundaries by building strong and trusting relationships with key system partners to generate buy-in to a collective vision for integrated care and population health management; transforming the health and care system across Somerset to enable change at system and individual partner level. Along with Directors and Chief Officers of the ICB, have an influential role in the development and delivery of the long-term financial strategy of the ICB, ensuring this reflects and integrates the strategies of partner organisations within the Integrated Care System for Somerset (ICS) as well as ensuring that system resources are effectively deployed and used to provide the best possible care for the population.
The role is responsible for dealing with, or advising on, highly confidential information and explaining highly complex, highly sensitive and potentially unwelcome information to a wide range of audiences while overcoming significant barriers to resistance. Alongside other members of the ICB, the role will work to develop digitally enabled transformation. KEY RESPONSIBILTIES OF THE ROLE: The Deputy Director of Strategy and Transformation will work closely with other deputy directors, executive directors and senior managers for each area to provide strategic leadership and drive joined-up responsibilities. They will lead in the areas of: Strategy development Developing and implementing a framework of delivery & measurement Transformation change method and Management Office (TMO) delivery Leading the strategy development function for the ICB to ensure that there is coherency between the overarching Improving Lives Strategy, through the Somerset Integrated Care Strategy, Joint Forward Plan and associated enabling strategies within the ICB.
They will design and deliver a revised strategy development method that truly engages our population and makes best use of the skills and insight within our VCFSE sector. Accountable and responsible for ensuring the ICB and partners has a clear and credible framework for delivering on its strategic objectives. Leading the agenda to ensure that Transformation programmes and projects are driving a measurable improvement in the Somerset strategic outcomes. Establish and oversee an effective Transformation Management Office (TMO) in accordance with organisational and system priorities to achieve objectives.
This will include developing and implementing approaches that will ensure the function delivers standardised programme and project governance linking with system partners to adopt common change methods such as NHS Impact. Provides overall responsibility for the TMO teams and line manages the TMO function. Oversee the Strategic Programme function within the system and any programme roles that have been identified by line managing this function and providing support to system Senior Responsible Officers. Develop and implement plans to achieve the strategy underpinned by short and medium term objectives across the portfolio, linking with operational and performance plans to ensure central visibility is achieved on transformation across the system.
Work with local system partners developing strategies to fulfil requirements of the NHS Operating Planning guidance around winter planning and assurance (alongside colleagues in the System Control Centre). They will also provide direction to ensure all system partners are meeting the NHS Constitution targets as set out in the annually published NHS Operational Planning and Contracting Guidance. Responsible for developing strategies to support performance improvement against the NHS Constitution across Somerset, working in partnership with Deputy colleagues. Ensuring that all decisions are based on the strongest possible intelligence including benchmarking local services, outcomes monitoring and analysis of needs assessment to inform commissioning priorities and operating plan performance trajectories, setting the environment and incentives to ensure those decisions are then implemented.
A strategic focus on tackling health inequalities through creating genuine integrated services to meet the needs of the population. Developing, enhancing, and supporting population health management functions, including PHM planning for pace, solution development, and understanding local needs. Encouraging investment in early intervention and prevention and in the wider determinants of health, whilst building teams to support provider collaboratives and population groups. Responsible for developing key working relationships to innovate to achieve agreed objectives maintaining a person-centred focus and meaningful engagement with all stakeholders.
This will include working closely with a variety of partners including NHS providers, the councils, academia, and the broader private and VCFSE sectors. Responsible for managing and setting budget for several services and areas of major activity. Responsible for leading multiple areas and line managing senior managers across major areas of activity. This includes a corporate responsibility for managing the team(s) and all HR related management matters.
Able to develop and present strategic level reports summarising status on issues, appraising outcomes, and providing progress reports for senior staff or groups of staff as directed from time to time and ensuring appropriate project management systems are set up to support programme controls and reporting. Co-ordinating and implementing Research and Development programmes including taking overall control of a local, regional or national programme, which may be managed elsewhere. It also includes project management of Research and Development activities. The Deputy Director of Strategy and Transformations portfolio will be regularly reviewed by the Director of Localities and Strategic Commissioning and the Chief Officer of Strategy, Digital & Integration and the focus, priorities and portfolio will be adapted to meet organisational and service needs.
As a senior role, the incumbent will be required to take part in ICB on-call arrangements. Responsibility for providing strategic direction in a collaborative and facilitative way to manage improvement across the systems ensuring providers to come together, understand needs, value, and risk and to design and deliver care accordingly, as a key part of the Somerset operating plan model. This includes the ability to drive strategic direction for performance and improvement for the ICS and oversight with accountability for System Oversight. Responsible for developing strategy to inform the delivery of short to medium term objectives across the portfolio, ensuring within the strategy a true system approach to production, planning and performance of the system and ICB savings plans.
Committed to working with local system partners to fulfil requirements of the NHS Operating Planning guidance around winter planning and assurance. This includes providing direction to ensure all system partners are meeting the NHS Constitution targets as set out in the annually published NHS Operational Planning and Contracting Guidance. Accountable for providing strategies for performance and improvement against the NHS Constitution across Somerset, providing assurance to the Executive team, regulator partners (NHSE), and the ICB and ICP. Responsibility for ensuring that all decisions are based on the strongest possible intelligence including benchmarking local services, outcomes monitoring and analysis of needs assessment to inform commissioning priorities and operating plan performance trajectories, setting the environment and incentives to ensure those decisions are then implemented.
This includes ability to analyse performance of area of activity in relation to performance targets, strategic objectives; develop strategies, business plans, advice in areas where expert opinion differs
