Description:

REQUIRED EDUCATION

  • Bachelor’s degree OR four years of formal education in business, public administration or related field (professional level experience in community, trade, or economic development, preferably governmental contracting or program/project management, may substitute year for year for the degree).

REQUIRED EXPERIENCE

  • Four years of professional level experience in community, trade, or economic development (a graduate degree or advanced degree may substitute for one year of required experience) which includes both:
    o Professional level experience with state capital financing, grant, and loan administration.

    o Professional level experience in program and/or contract management.

  • One year of supervisory or managerial experience.

PREFERRED/DESIRED QUALIFICATIONS:

  • Experience supervising or managing a professional staff.
  • Demonstrated knowledge and aptitude of state legislative and capital budget processes.

Responsibilities:

PROGRAM MANAGEMENT TASKS INCLUDE:

  • Oversee the administration and implementation of the Behavioral Health Facilities program.
  • Develop and manage funding priorities, policies and procedures, program guidelines, and technical assistance strategies.
  • Represent the Behavioral Health Facilities program, the Community Capital Facilities unit, and the agency at local, state, regional and national meetings, including legislative work sessions.
  • Provide guidance and consultation to staff, other agency programs, executive

    management, and external stakeholders and partners.

  • Present technical program information and data internally, to other agencies, governments, private entities, and the legislature.

  • Work with Program Managers to ensure program data is current and readily accessible.
  • Develop administrative procedures and staff resource materials.
  • Determine and assess projects, programs, and organizational goals and adjust resource levels associated with mandatory requirements.
  • Oversee and approve the development and implementation of any applicable program handbook and guidelines.
  • Design, manage, and facilitate the application review and rating processes.
  • Convene and conduct public meetings to take testimony from project applicants.
  • Make final funding recommendations to Commerce management for the Behavioral Health Facilities program.
  • Provide oversight of the Behavioral Health Facilities program contract negotiations and execution processes.
  • Ensure the appropriate terms and conditions, scope of work, certifications, and other documents are identified to mitigate risk to the agency and comply with state and federal laws, agency requirements, and program policies.
  • Oversee the development of program contract templates and resources.
  • Ensure that contracts are aligned with all statutes, program rules, the agency’s performance expectations, and the appropriate authorizing authority.
  • Review and approve all contracts prior to circulation for signature to the grantee and the Assistant Director.
  • Provide complex technical assistance on the Behavioral Health Facilities program to nonprofits, for profits, and local governments.
  • Oversee technical assistance and outreach efforts to support potential applicants.
  • Advocate on behalf of all Commerce programs and identify other funding opportunities available to applicants through other Commerce programs.
  • Collect and report program performance data for Results Commerce, Results Washington, Priorities of Government, and/or other initiatives.
  • Participate in divisional Quarterly Target Reviews, or other forums, and ensure any associated data for the unit is reported accurately and in a timely manner.
  • Develop executive reports and summaries for executive management as requested.

TASKS INCLUDE:

  • Supervise a team of professional staff by overseeing all work performed for the Behavioral Health Facilities program.
  • Delegate workload responsibilities, priorities, and assignments to staff.
  • Provide regular feedback, coaching, and guidance to staff.
  • Evaluate staff performance and address concerns as necessary.
  • Address and resolve conflicts between staff as they occur.
  • Recommend corrective or disciplinary action to the Section Manager.
  • Encourage and support staff professional development goals and provide growth opportunities.
  • Work with staff to determine training needs.
  • Perform all aspects of the hiring process.
  • Ensure all agency hiring procedures are followed and requirements are fulfilled in coordination with Human Resources.
  • Ensure orientation and training is provided for new staff.
  • Create and provide training to staff on new program materials and procedures.

CONTRACT MANAGEMENT TASKS INCLUDE:

  • Oversee the competitive grant application processes, which includes soliciting applications, convening subject matter experts to assist with review, evaluating applications, and determining proposed application awards.
  • Prepare award letter and other templates and provide technical assistance to applicants selected to receive funding.
  • Develop and uphold processes and materials to notify applicants that are not successful in
    receiving an award and ensure opportunities for those applicants to receive feedback on

    decisions according to applicable policies and requirements.

  • In coordination with the Commerce Contracts Manager and the agency’s assigned assistant attorney general, develop contract language, terms and conditions, statements of work, and other necessary contract attachments.

  • Develop, negotiate, and manage complex Behavioral Health Facilities contracts for the agency.
  • Ensure contract data is accurately input into the Commerce Contract Management System

    (CMS) and programmatic tracking systems.

  • Oversee the review and processing of invoices for reimbursement according to contract terms and conditions.

  • Monitor contract deliverable of contractors and/or projects.
  • Provide ongoing technical assistance and support to Program Managers, contractors and

    potential applicants to ensure proper use of funds and program success.

TASKS INCLUDE:

  • Manage the biennial budgets for the Behavioral Health Facilities program, track spending, and regularly monitor project fund balances.
  • Work with the LGD Budget and Finance Manager in the development and ongoing management of biennial budgets and allotments, and assist in the re-appropriation process.
  • Develop systems for contractor budgets, invoicing, and reconciliations.
  • Establish fiscal processes and resources for the Behavioral Health Facilities program staff in accordance with agency and state policies, rules, and regulations.
  • Provide fiscal information and assistance for unit, division, and agency budget and financial meetings.
  • Respond to fiscal information requests from Executive Management, the Central Budget Office, Office of the Governor, the Legislature, and the Office of Financial Management.

TASKS INCLUDE:

  • Manage the membership of any board, committee, or advisory group for the programs, unless otherwise directed by statute.
  • Coordinate meeting logistics, distribution of meeting materials and meeting minutes, and plans meeting content in consultation with appropriate stakeholders, staff, or members.
  • Facilitate meetings held with program boards, committees, or advisory groups.
  • Ensure all applicable program requirements regarding boards, committees, or advisory groups are followed and responsibilities are met.

TASKS INCLUDE:

  • Prepare decision packages and draft legislation to implement the Behavioral Health Facilities programs’ policies and promote state policy objectives.
  • Identify legislative bills that will impact the Community Capital Facilities unit and its stakeholders.
  • Prepare bill analyses, and track bills throughout the legislative process.
  • Perform fiscal analysis of proposed legislation and prepare fiscal notes associated with the Behavioral Health Facilities program within the assigned timelines.
  • Develop presentations and statements for legislative hearings and work sessions related to the Behavioral Health Facilities program.
  • Oversee the preparation and timelines of legislative reports as required under the Behavioral Health Facilities program.
