We are looking for a Bids and Proposal Manager to join our team in Toronto

Key Responsibilities

  • Timing & Requirements – Responsible for the timely delivery of quality proposals within the company’s approval cycle time and bid submission deadline. Accountable for bid preparation investment $150K to over $60M.
  • Process - Ensure adherence to the GTS WinBid process which includes internal estimates based on an approved WBS structure, identification and mitigation of risks, and development of program schedule.
  • Primary interface for bid deliverables and price from within the organization, other GTS units, Consortium members, and Subcontractors. Interface directly with Directors on workpackage

scope, estimates approval and optimization.

  • Develop target Cost Baseline, Gate 1 (go-no decision) Proforma Bid pack inputs and Bid plan / budget with the capture lead to seek bid approval from country management and division.
  • Develop Gate 2(proposal) scenarios supporting the Win Price for Senior Management approval within the Country, Urban Rail Signaling Business Line, and senior GTS or Hitachi authority

depending on the type of the bid.

  • Gate 2 -3 Country and BL, GTS presentations developed and deliver by the Bid Manager and the Capture lead.
  • Resources – Management and coordination of key resources and stakeholders on the proposal to obtain the lowest costs and complete assigned bid deliverables. Bid Plan presented to Directors to ensure departmental staff is assigned to support the proposal. This position focused on large and / or strategic bids (new market / new customer) where the bids are dependent on resources from multiple GTS units, Consortium partners and a large percentage of localization.
  • Development – Coordinate, consolidate, and approve engineering and material cost optimizations and lead the discussion and negotiation at the Director and VP level. Support and motivate proposal team members to complete bid deliverables on time and with high quality. Communicate Win Bid strategy to ensure common understanding by members of the proposal team. This position is accountable for the quality of the bid deliverable, the compliance strategy, the delivery of the target win price supported by the lowest CBB position possible and the timing of the Gate 2 to ensure approval by the Business Line Senior Management, the Ground Transportation System Division and Hitachi Authority.
  • Negotiate – Responsible and accountable for the successful negotiation of the scope split, final contract terms and conditions, and technical specifications within the mandate given at Gate 2. Lead the Commitment Control Review with the Capture Lead and Bid directors of other GTS unit to ensure complete optimization of the labor, Material and Risks associated with the agreed scope split and compliance strategy for the bid. Gain approval to the Win bid pricing and strategy at Gate 2 and final Executive approval through the Gate 3 process.
  • People Management – Lead medium to large proposal teams comprising of team members from the organization, Consortium, Subcontractors, and other GTS units. Provide guidance, and plan ahead to support the success of the bid. Communicate effectively with all levels of the organization including externally to the company. Direct a bid team of up to 20+ individuals locally and within, other GTS units, Consortium partners and Subcontractors.

Required Skills and Experience

  • 7 - 10+ years of Engineering and Business Development experience in a complex sales environment
  • University Graduate; Engineering, Bachelor of Science, Business Degree
  • Ability in managing multidisciplinary and transversal teams locally, remotely, and internationally
  • Knowledge of project lifecycle including Systems Engineering, Software Engineering and Test and Commissioning
  • Good negotiation, people management, and legal/contractual knowledge
  • Preferably: knowledge of GTS’ WinBid process, Work breakdown Structure, Bidpack Financial format, Risk management, Estimation process and Scheduling.

Preferred Skills and Experience

  • PMP or equivalent is an asset
  • Second language (French, Italian, Arabic, Spanish), is an asset
