The Francophone Affairs Secretariat is seeking to fill a regular full-time bilingual senior policy analyst position.

Qualifications:

Essential:

  • Post-secondary degree preferably in social sciences, public administration or a related field. A equivalent combination of education and relevant experience may be considered.
  • Considerable experience in researching, developing, implementing and evaluating complex policies and programs.
  • Strong understanding of provincial legislative and regulatory processes, with experience in reviewing, assessing and interpreting legislation and policy documents and analysing their impact.
  • Strong organizational skills and ability to manage multiple priorities in tight timelines.
  • Strong interpersonal skills and the ability to work collaboratively with internal partners and external stakeholders.
  • High level of political acumen and excellent judgment to manage confidential and politically sensitive situations in an appropriate manner.
  • Excellent written communication skills in French, including writing a variety of clear, concise documents and reports for different audiences.
  • Excellent written communication skills in English, including writing a variety of clear, concise documents and reports for different audiences.
  • Excellent oral communication skills in French.
  • Excellent oral communication skills in English.
  • Good knowledge and understanding of the challenges, priorities and issues that impact Francophone minority communities in Manitoba and Canada.
  • Good knowledge of Manitoba’s FLS legislation, regulations and policies, and a solid understanding of the active offer concept.

Duties:
Reporting to the Bilingual Assistant Director, the Bilingual Senior Policy Analyst is a provincial expert in Francophone Affairs and is responsible for leading research, analysis, planning, development, implementation, monitoring and evaluation of government-wide policies and programs that support the provision of services and information in French. The Senior Analyst identifies issues, develops solutions and provides recommendations to all public bodies covered under The Francophone Community Enhancement and Support Act. The Senior Analyst also plans and undertakes legislative research and analysis to support the development of statutory and regulatory initiatives, and supervises the work of more junior policy analysts and project team members.
