If so, we have an exciting opportunity for a Bill Officer to join our team at the Ministry of Housing, Communities and Local Government (MHCLG) and we’d love to hear from you!
This is an exciting time to join the Planning Strategy Division as we prepare to introduce the Planning and Infrastructure Bill. The Bill will play a critical role in addressing economic growth, unlocking a new scale of delivery for housing and infrastructure across the country. We are looking for motivated HEO candidates to assist the delivery of this important Bill. This is an exciting opportunity to work closely with Ministers, policy and legal colleagues, external stakeholders and teams across Government including the Whips’ offices, Parliamentary Counsel and the Parliamentary and Business Legislation Secretariat.
The successful candidate will need to work rapidly, flexibly and be able to pick up a range of products for the introduction of the Bill. You will work closely with the G7 deputy bill manager to oversee the Bill’s introduction and passage through Parliament, setting up and running processes for responding to amendments and monitoring progress against deadlines. You will be supported by a new, friendly team that will be delivering fast-paced, high profile work.

JOB DESCRIPTION

This is a fast paced, challenging and rewarding role, with significant levels of Ministerial engagement and briefing. As the Bill Officer your responsibilities will be to:

  • Communicate complex policies in a straight-forward and clear manner – to craft strong narratives, bill documentation, briefings and other material.
  • Manage multiple competing and changing deadlines and deliver high quality work under pressure – to drive fast-paced preparations and progress of the Bill through Parliament to meet Bill timelines.
  • Work collaboratively and build relationships with colleagues from different teams and professions, and with stakeholders – and work effectively with Parliamentarians, lobby groups and experts.
  • See the big picture and trouble-shoot problems, anticipating issues and developing concessions and handling strategies – to keep the Bill and policy development on track.
  • Become a subject-matter expert on key elements of the Bill. You will be able to provide flexible policy support to teams across the division to unblock live issues and ensure the Bill meets ministerial expectations.
