Description:

Under the general direction of the Bridge Planning and Operations Engineer, the Bridge Engineer undertakes design and contract administration of bridge maintenance works; project management of maintenance projects; structural analysis of bridge infrastructure and related matters of weight restrictions on bridges; detailed bridge assessment and improvement studies; assists in bridge asset management functions; and carries out bridge research and standards initiatives. The Bridge Engineer also provides back-up support to the Bridge Planning and Operations Engineer including acting in that role when necessary.

As the Bridge Engineer, you will:

  • Undertake engineering studies related to renewing/upgrading bridge infrastructure and prepare reports complete with recommendations and cost estimates.
  • Undertake bridge asset management functions including implementation/management of bridge asset management software, review inventory data integrity, review bridge inspections, recommend maintenance, develop detailed bridge management scenarios, and develop unit costs for rehabilitation/repair techniques.
  • Develop bridge load rating program and analysis for load limits on bridge infrastructure.
  • Oversee the issuance of Overweight Vehicle Permits as related to bridge infrastructure.
  • Liaise with Provincial Highway permit personnel, Police Services, Traffic Management Staff, the Manitoba Trucking Association, and trucking firms on special permit issues.
  • Review and advise on proposed amendments to the Highway Traffic Act and related regulations with respect to the effects on City Bridge Infrastructure.
  • Undertake in-house bridge maintenance projects including scope assessment; structural design; supervision of drawing preparation; tender/specification preparation where applicable; obtaining environmental or utility approvals; contract administration; and supervision of inspection services.
  • Manage bridge maintenance projects and bridge inspection/assessment studies undertaken by external consultants and specialized testing firms.
  • Administer the application of project cost accounting controls, directs and reports on project budget expenditures.
  • Undertake bridge infrastructure research and standards reviews and recommend improvements which shall include studies and investigations related to bridge design methods, materials, and construction techniques and evaluate trial products.
  • Review construction drawings and specifications for all capital bridge construction projects prepared by external consultants for consistency with current or proposed bridge standards.
  • Participate in value engineering and risk analysis exercises related to bridge infrastructure projects.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Bachelor of Science degree in Civil Engineering. A Master’s Degree in Civil Engineering, or completion of any other degree or education in a related field would be considered an asset.
  • Several years of experience in the design, construction, and rehabilitation of bridge infrastructure.
  • Extensive experience in bridge maintenance/rehabilitation design and contract administration, and bridge load rating analysis and assessment techniques.
  • Experience providing leadership and working collaboratively with stakeholders.
  • Extensive knowledge of current bridge design standards, materials, construction practices, and rehabilitation methods.
  • Knowledge of Federal and Provincial legislation and City by-laws and regulations related to the function of the position would be an asset, including: The City of Winnipeg Act, Environment Act, Rivers and Streams regulations, National Transportation Agency regulations, Navigable Waters Act.
  • Extensive knowledge in project management and contract administration principles and techniques.
  • Ability to communicate clearly and effectively with staff, elected officials, the public, City departments, and outside agencies, both verbally and in writing.
  • Ability to plan, organize, coordinate, and manage multiple tasks or projects under changing or stressful conditions or in response to emergency situations.
  • Ability to identify, negotiate, and resolve conflicts in a timely manner with effective results.
  • Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
  • Ability to work under stressful conditions to accommodate time limits and program changes.
