Description:

JOB SUMMARY

Reporting to the Project Director or designate, the Bridges & Structures Engineer leads, directs, and exercises functional authority over all aspects of Bridges, Buildings, Culverts, Retaining Walls, and any other load bearing Structure projects including planning, organizing, budgeting, and cost reporting; ensures that the goals and objectives of each project are accomplished on schedule and within budget, and that quality and safety standards are met; directs staff in successfully accomplishing goals and objectives.

REQUIRED EDUCATION, TRAINING AND EXPERIENCE:

  • Undergraduate degree in Civil or Mechanical Engineering from an Accredited Canadian University (or approved equivalent),
  • Current registration as a Professional Engineer in Ontario or another Canadian Province in which they reside and or practice.
  • 2 years relevant experience in Railway Operations.
  • Thorough knowledge of construction industry practices, methods, processes, and standards and their impact on project activities.
  • Demonstrated experience applying knowledge of project accounting, project controls (cost, schedule, change management, etc.), material management, contract management, subcontract management, safety, and quality.
  • Requirement to pass Physical Aptitude tests for Safety Critical Position (Vision, Hearing, Stress Tests);
  • Requirement to complete essential basic Safety Qualifications: First Aid, Emergency Response, Hot Work, Work at Heights, Work in enclosed Spaces,
  • Canadian Railway Operations Qualifications and Competencies (e.g., CROR, E-Railsafe, GEI, MOBR, CWR, WEST) are required to perform the role but are not prerequisites (training will be afforded to selected proponent);
  • AREMA Manual for Railway Engineering Chapters 6,8,15 proven knowledge, understanding and application is mandatory but not a prerequisite (training will be afforded to selected proponent).
  • AREMA Certifications:
  • Bridge Inspection Modules 1-6;
  • Culverts & Storm Drains Inspection;
  • Freight Railway Bridge Loading;
  • Railway Bridge Rating;
  • Micropiles and grouting for Railroad Structures;
  • Retaining Wall Design for Railroad Applications; are mandatory but not prerequisites (training will be afforded to selected proponent);

TALENTS AND ABILITIES:

  • Ability to apply, interpret and understand Standards, Specifications, contract law and language
  • Proficiency utilizing design and construction applications such as AutoCAD, Microsoft Office products, Primavera, Hard Dollar, Austin Lane or JD Edwards software.
  • Demonstrated leadership qualities and abilities; applies innovative and effective management techniques to maximize employee performance.
  • Effective verbal and written communication skills and presentation skills.
  • Strong client relations, influencing skills and organizational skills.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

  • Work is 50% onsite Railway Right-of-Way; 50% Office or remote.
  • Schedule involves some dayshift, afternoon shift, nightshift, weekend work;
  • Frequently sits, stands, walks, reads, writes and uses a computer keyboard.
  • May be exposed to harsh weather conditions including very hot and very cold weather.
  • May work at various sites across Ontario, Quebec and the Maritimes

Responsibilities:

  • Is competent to perform any of the following functions as they apply to the particular engineering work to be performed:
  • Determine the forces and stresses in railway bridges/culverts/culverts and bridge components;
  • Prescribe safe loading conditions for railway bridges/culverts;
  • Prescribe inspection and maintenance procedures for railway bridges/culverts;
  • Design repairs and modifications to railway bridges/culverts;
  • Authorize or restrict the operation of railway traffic over a bridge according to its immediate condition or state of repair.
  • Is Technically competent to supervise the construction, modification or repair of a railway bridge, Culvert, Manhole or Catch Bassin in conformance with common or particular specifications, plans and instructions applicable to the work to be performed, and to authorize or restrict the operation of railway traffic over a bridge according to its immediate condition or state of repair.
  • Reviews project proposals and plans to gain an understanding of the project requirements (time frame, budget, safety, quality, staffing, materials and equipment requirements) necessary to complete the project within the required time frame.
  • Develops an execution plan that outlines staffing, materials, equipment, subcontracting, and other services that are necessary to deliver the project on time and within budget.
  • Verifies estimates based on detailed review of proposal specifications.
  • Coordinates with department managers to establish work plans and staffing for each phase of the project.
  • Organizes and conducts meetings with project staff and management to communicate information related to each function’s needs concerning project requirements.
  • Develops and manages customer relationships and expectations, progress reports, communication, paperwork, meetings, etc.
  • Leads project activities to ensure that the project is executed in accordance with designs, budgets and schedules; takes appropriate action to minimize the impact of deviations.
  • Maintains a dedication to safety at all times by acting as a role model, providing education and enforcing safe work practices, Company policies and procedures, implementing and monitoring safety programs.
  • Monitors and oversees the efficient use of materials and equipment and the contractual performance of the project; confers with project staff to ensure that assigned duties and responsibility are performed per agreed upon expectations.
  • Monitors and oversees onsite activities, quality, productivity, progress, and safety of employees and subcontractors.
  • Provides leadership and supervision to staff, identifies goals and objectives, monitors and assesses performance, identifies training and development opportunities, provides ongoing coaching.
  • Oversees financial aspects of contracts.
  • Provides technical assistance and recommends construction methods and equipment.
  • Anticipates potential roadblocks and develops solutions to prevent issues from arising; resolves any problems that may arise during project execution.
  • Represents the company in project meetings.
  • Prepares written reports and/or updates (internal and external) for management, client, and project team, to ensure a clear understanding of project status.
  • Administers financial tracking systems to monitor project costs and estimates.
  • Performs other related duties as required.
