MINIMUM QUALIFICATIONS

Significant experience with program budget planning, development, evaluation and execution
Experience with governmental budgeting to include general and non-general funds
Significant experience and skill in the use of personal computers, business software, and financial management systems.
Strong experience developing and using spreadsheets to effectively accomplish work and develop/improve processes.
Considerable knowledge of Complex financial structures
Considerable knowledge of Government financial operations, legislative processes, and related federal laws, regulations, and trends in government and public finance.
Considerable knowledge of Financial structures and requirements including Generally Accepted Account Principles (GAAP) and Governmental Accounting Standards Board (GASB).
Considerable knowledge of Government budgeting, strategic planning and business planning.
Significant skill in utilizing automated financial systems, inputting and reviewing financial data.
Significant skill in utilizing Microsoft Office (Word and Excel); to include utilizing formulas, pivot tables, etc. creating and developing spreadsheets to effectively accomplish work, manipulate and analyze data.
Demonstrated ability to manage state general and non-general fund revenue, appropriation and expenditure issues and requirements.
Demonstrated ability to prepare, evaluate and explain complex and diverse financial data.
Prepare and assist with preparation of budget reports and analysis.
Demonstrated ability to analyze and interpret financial data and make sound recommendations.
Demonstrated ability to communicate effectively orally and in writing with all levels of management and with central state agencies.

Responsibilities:

The Department of General Services (DGS) Fiscal Office is seeking a qualified Budget and Internal Service Fund Analyst to manage the budget and internal service fund reporting processes. This position will provide management with accurate and timely financial information and tools to help improve financial processes, perform analysis and interpretation of business units’ financial reports and assist business unit managers in understanding financial processes and reports, manage statewide financial processes of considerable difficulty in compliance with GAAP, state, federal, regulatory and agency requirements, and lead quarterly and yearly budget meetings with the various DGS divisions. This position will also provide guidance to DGS management through the various financial processes using verbal and written communication skills, plan, monitor, analyze and evaluate financial activity and positions for divisions within DGS, and make timely and effective recommendations that support management in planning and decision making.
