Position Description:
USAID’s Bureau for Inclusive Growth, Partnerships, and Innovation integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.
The Bureau’s Center for Education (EDU) leverages its expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities.
The Consultant will work with the Program Division to assist with the analysis, input, guidance, and deliverables associated with the program cycle (see ADS Chapter 201 Program Cycle Operational Policy) for the IPI/EDU portfolio. The focus will primarily be on budget formulation and execution.
Location: Remote (Nationwide)
Work Type: Short-term
Period of Performance: October 28, 2024 through June 30, 2025
Level of Effort: Approximately 30-40 hours per week
Salary Range: $85.22/hr - $88.84/hourly (starting salary determined based on candidate’s knowledge, skills, experience, and education)
Clearance: Able to obtain a facility clearance
Responsibilities:
- Assists in ongoing, Center-wide project management and budget functions, including accruals, pipeline reviews, and field support.
- Backstops primary budget formulation and execution functions.
- Supports Congressionally mandated reporting processes linked to budget cycle and performance.
- Assists with the annual work planning process for the Center, including coordinating external support for technical teams to draft work plans and checking in to help troubleshoot, as needed.
- Pitches in to support buy-ins, fill other gaps, and support other program related tasks, as needed.

Qualifications:
- Bachelor’s degree and six (6) years of experience or Master’s degree and five (5) years of experience. Relevant professional experience managing or supporting program and/or organizational budgets required.
- Experience with budgetary resource planning and allocation.
- Experience providing interpretation of financial reports, statements, and data to identify trends and deviations from standards and/or plans and project data into the future.
- Ability to obtain and maintain a facilities access clearance (FAC) required. Current or recently active FAC or higher clearance, a plus.
- Experience with USAID processes or systems preferred.
- Strong organizational and analytical skills, attention to detail while being able to see the bigger picture priorities.
- Ability to work independently, resourcefully, and take initiative, with flexibility in changing priorities.
- Ability to engage with people successfully and effectively within and across units in a diverse and inclusive environment.
