Position Summary
Responsible to undertake building inspections within the Building Official 2 licence category to ensure and enforce compliance authorized by the Construction Codes Act and the National Building Code of Canada. This position is responsible for undertaking a variety of inspections and enforcement authorized by Construction Codes Act respecting building which fall under Part 9 of the National Building Code of Canada. This includes the examination and evaluation of such permit applications to ensure the effective enforcement of municipal bylaws, building codes, and related provincial statutes to achieve regulatory compliance. This position reports to the Supervisor, Residential Inspections. Key Duties & Responsibilities
Inspects new and existing buildings, that fall under the scope of Part 9 of the National Building Code within the Building Official 2 licence category
Reviews and approves building and demolition permit applications within the Building Official 2 licence category, as well as product approval and alternative solutions within the scope of Part 9 of the National Building Code.
Inspects private swimming pool permits for compliance with The Private Swimming Pool Bylaw
Reviews and approves private swimming pool for compliance with the Private Swimming Pool Bylaw.
Liaises with developer/contractor/applicant/property owner and staff to ensure awareness of all appropriate approval conditions and responsibilities associated with building permit
Provides technical and regulatory advice and interpretation for residential and small commercial construction
Inspects, measures, and validates progress and construction of designated projects within the Building Official 2 licence category
Maintains comprehensive inspection and violation records including photographs, sketches, diagrams, and other relevant written reports, notices, and data
Prepares monthly report on activities including status of inspections and deficiencies
Drafts orders for building compliance officer review
Initiates prosecutions and provides evidence/testimony in court for violations
Contacts and interacts with property owners/representative, provides inspection reports with deficiencies, and responds to questions
Performs duties of Permit Desk including receiving and processing building permits, ensures compliance, takes fees and payments and completes day end balancing reports
Responds to customer inquiries and requests for information (ad hoc and service requests)
Maintains filing systems in accordance with branch procedure and corporate records management policies and procedures
Participates, under the capacity of a Building Official, in the Housing Standards Enforcement Team (HSET) in collaboration with the Bylaw Enforcement Officer III in Bylaw Enforcement, as required. This includes collaboration with other City departments, external agencies, provincial and federal governments and other agencies to resolve and complex and sensitives issues. Key Qualifications
Completion of diploma in Architectural Technology or Engineering Technology or equivalent, such as Red Seal Journeyperson Carpenter certificate.
Job-specific licences and certifications relevant for specific operations, equipment, tools, and health and safety
Building Official Class 2 Licence, Building Code Regulations
Class 5 driver’s licence
Minimum of three years of previous and on-the-job work experience as a building official
Knowledge of National Building Code of Canada, Uniform Building and Accessibility Standards Act, and building construction standards, policies, procedures, methods, and practices
Knowledge of inspection practices and materials used in construction (types of wood, concrete, ICF etc)
Knowledge of office administration processes and customer/client services
Knowledge of specific branch as well as the broader division/departments/branches
Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards
Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices Working/Other Conditions
Work is divided between office and site inspections
Personal protective equipment is required for inspections
Work alone procedures are followed
Exposure to adverse weather and temperatures
Enters private residences and commercial properties

* If no qualified Building Official II can be secured, the position will be filled as a Building Official I conditional upon the successful candidate receiving their non-restricted Class II Building Official License within a 12 month period.
Additional Requirements
Successful candidate may be required to obtain and provide a satisfactory criminal record check, as per the City of Regina’s Criminal Record Check Policy.
Successful candidate will be required to provide proof of acquired education.
