BUILDING QUALITY INSPECTOR

Permanent, Full Time
£41,255 to £48,536 per annum
Location: Chelmsford

The role
The Building Quality Inspector will undertake site-based inspection to validate building construction compliance with the project contract documentation, best practice and programme.
Educated to City & Guilds (General Building Trades) or equivalent, this role will have significant supervision experience of site-based building construction activities. With a practical understanding of construction standards, statutory provisions, building regulations, construction contract principles, processes and procedures, this role will act as a conduit between the Council and contractor partners, so the ability to build strong working relationships is essential, as is experience of managing and resolving challenging situations.
About us
The Infrastructure Delivery team will develop and deliver the capital programme for Essex County Council, principally Education projects but also Libraries, Council Offices and other works.
Accountabilities
· Provide advice during the pre-tender period, on the implications of any Value Engineering type design and/or specification decisions, compliant with the Council’s Best Practice & Guidance Notes, to appointed Design Services providers.

· Undertakes the role of Clerk of Works to inspect and monitor the construction of projects, ensuring work is in accordance with contract standards and statutory requirements.

  • Work collaboratively with construction companies to achieve their contract programme by anticipating the required release of design information and notifying the Council’s appointed Design Services provider.
  • Delivers reports to monitor and review the contractors’ progress, site conditions and levels of site labour, for the Project Manager, Construction Programme Manager and Construction Standards Manager. Highlighting issues and enabling timely resolution.
  • Accountable for reviewing and endorsing additional work outside of the scope of the contract.
  • Responsible for reviewing contractors operational compliance with health and safety legislation, highlighting instances of non- compliance and informing the project manager/sponsor.
  • Delivers detailed inspections of the work prior to practical or sectional completion, to ensure that defective, missing or incomplete work is recorded and presented to the contractor.
  • Assists the project manager/sponsor in determining practical completion, deliver reports on the project performance of the Council’s appointed contracting partners.
  • Acts as the project supervisor under NEC3, issuing appropriate notifications as required.
  • Contributes to the Council’s Construction Quality Standards & Best Practice Notes which are published externally.

Knowledge, Skills and Experience

  • Educated to City & Guilds (General Building Trades) – advanced craftsman or BTEC/HNC or Membership of the Institute of Clerks of Works and a Construction Skills Certification Scheme Yellow ‘Regular Visitors’ Card holder.
  • Evidence of continuing professional development and expert knowledge in relevant professional area.
  • Significant experience in the effective supervision of a wide range of site based building construction activities.
  • Deep and practical understanding of current engineering standards, statutory provisions, building regulations, construction contract principles, processes and procedures.
  • An ability to build strong relationships and partnerships which encourage collaboration and engender delivery.
  • Evidence of analytical and problem solving skills.
  • Experience of influencing and delivering change in complex and challenging situations.
