Ministry of Health is responsible for administering the health care system and providing services to the Ontario public through such programs as health insurance, drug benefits, assistive devices, care for the mentally ill, long-term care, home care services, community and public health, health promotion and disease prevention. It also regulates hospitals, operates psychiatric hospitals and medical laboratories; and coordinates emergency health services.
Health Data Branch plays a foundational role in data and information management that enables and supports the development and delivery of better programs and services for Ontarians. The branch oversees the central management of the strategic provincial health data assets by guiding how they are accessed, collected, used, safeguarded and shared to support the health system.
DATA AND INFORMATION MANAGEMENT SKILLS
You have:
- Knowledge of financial and statistical standards and financial reporting practices (e.g. Ontario Health Financial Reporting Standards, CIHI’s Management Information System Standards) within the health system
- Knowledge of clinical and administrative data standards and practices (e.g. Discharge Abstract Database, National Ambulatory Care Reporting System etc.)
- Understanding of data governance policies, standards and procedures to ensure data quality and integrity to support health policy and program decision-making
- Knowledge of information management legislation (e.g. PHIPA, FIPPA, Public Hospitals Act, Fixing Long-Term Care Act) as it relates to the management of data
TECHNICAL KNOWLEDGE
- You have knowledge of health care reporting standards and requirements (e.g. funding, case mix and case weight methodologies, hospital performance agreements, accountability frameworks and decision-making structures)
PROJECT MANAGEMENT SKILLS
You have:
- Project experience to lead, plan and conduct research, analysis and evaluation projects and balance competing priorities to ensure deliverables are met within set timelines
- Ability to provide leadership and guidance to project teams
COMMUNICATION AND RELATIONSHIP MANAGEMENT SKILLS
You can:
- Consult and negotiate with business sector service providers
- Prepare and develop reports and recommendations, briefing and issues management material, reports, plans and correspondence
- Build and foster productive cross-sector relationships with senior management, stakeholders and clients
- Develop and present education and learning materials to support effective implementation, use and maintenance of standards
Responsibilities:
In this role, you will:
- Lead and provide expertise for the development, expansion, evaluation, maintenance and enhancement of financial and statistical and clinical data standards
- Provide consulting service, advice and education on application of health data standards and issues related to advancing health policy and program decision-making
- Effectively collaborate and participate in a team environment with business, clinical and technical analysts and specialists in a proactive manner to advocate and support the appropriate use, application, and adoption of health data standards
