Description:

DESCRIPTION:

  • Leads the elicitation, elaboration, analysis and validation of business requirements and data needs
  • Plans and facilitates workshops to gather requirements and create user stories
  • Provide support during the design, implementation and testing phases of the project
  • Supports the product manager and product owner to refine and groom the product backlog
  • Analyze business requirements to identify solution options or improvements
  • Works with the developers to align business requirements with solution capabilities
  • Report progress on deliverables on a regular basis at stand-ups, and other team meetings as required
  • Proactively raise risks/issues and propose mitigation strategies
  • Conduct feasibility analysis, scoping and provide work estimates on user stories
  • Conduct Joint Requirements Planning and Joint Application Design sessions
  • Analyze and map processes / data for current state and future state
  • Review and provide feedback of technical design documents
  • Conducts product walkthroughs / demonstrations at the end of each sprint cycle
  • Facilitate and produce Sprint artefacts as required

Knowledge Transfer Requirements

  • Knowledge transfer is expected to occur throughout the duration of the assignment through regular meetings, touchpoints, and working sessions with LRC staff
  • All design, development, artefacts, and source code, including all relevant and complete documents must be transferred to the ministry in the designated repositories provided
  • Dedicated knowledge transfer sessions will be scheduled to ensure completeness of knowledge transfer and all documentation is shared, and allow LRC staff to ask clarification and/or follow up questions

Experience and Skill Set Requirements

  • Experience working in agile / iterative delivery teams
  • Proven experience with all stages of system implementation for complex large scale applications
  • Proven experience facilitation of client meetings/workshops, interpretation of business needs to technical requirements
  • Experience creating and documenting detailed user stories
  • Experience working with Public Sector applications, databases and systems; using COTS products such as Oracle Siebel
  • Excellent analytical, problem solving and decision-making skills
  • Experience conducting feasibility analysis, scoping and providing project work estimates
  • Experience with requirements development involving requirements elicitation, analysis, specification and validation
  • Experience planning and managing product backlog, planning and managing sprints, and implementing in an iterative manner
  • Demonstrated experience facilitating product demonstrations and/or sprint reviews
  • Strong communication, interpersonal, collaboration, and negotiation skills to work seamlessly in an agile cross-functional team, with clients, vendor(s) and other stakeholders.
  • Excellent facilitation, presentation, time-management and problem-solving skills.
  • Able to build strong and trusting relationships while liaising effectively with internal and external stakeholders
  • Strong leadership skills to provide advice and guidance on all aspects of user experience and design, assessing user characteristics, needs, goals, and opportunities

  • Knowledge and experience with supporting Public Sector Digital First strategies; experience with working with Digital Service standards including formal submissions for assessments as per official digital standards established
  • Creative, analytical approach and strong understanding of interaction design principles, including ability and experience to deliver mock-ups using advanced tools
  • Able to resolve issues in a timely manner, provide options and recommendations.
  • Thrive on feedback and comfortable transforming ideas generated through user research and analysis to create elegant, effective designs for diverse audiences.
  • Understand business metrics and able to translate business goals and objectives into digital experiences.

BUSINESS ANALYSIS SKILLS €“ 40%

  • Experience with engaging business and IT stakeholders, understand requirements for new functionality or changes to existing ones and providing high level and detailed estimates
  • Experience working in agile / iterative delivery teams
  • Expert knowledge/experience in writing detailed user stories
  • Expert knowledge/experience creating business process maps/diagrams
  • Experience with documenting deliverables (Functional and Non-functional requirements, System Requirements Specifications, Business requirements / rules, Business Process Models, Data Requirements / Models (conceptual / logical), Risks and Issues, Business and System Use Cases, Requirements Traceability Matrices, Status Reports, Test Plan / Strategies, Test Cases etc.)
  • Demonstrated experience with JAD/Sprint session facilitation and the ability to interpret business needs to technical requirements
  • Demonstrated ability in conducting feasibility analysis, project scoping and providing project work estimates
  • Experience with requirements development involving requirements elicitation, analysis, specification and validation
  • Ability to write high quality business cases, working with corporate governance bodies and navigating approvals

TECHNICAL SKILLS - 25%

  • Proven experience in investigating, analyzing and estimating system applications in large integrated complex environments
  • Experience with all stages of system implementation in complex solutions
  • Demonstrated experience with implementation of business solutions using Commercial off the Shelf solution implementations such as Oracle Siebel based systems
  • Ability to document requirements using story boarding utilizing tools such as Jira
  • Experience with prototyping tools to deliver high quality prototypes and mock-ups
  • Experience with business process mapping tools such as Visio

  • Demonstrated knowledge of Public Sector applications, databases and systems while developing cross cluster, multi-year business solutions including knowledge of Commercial off the Shelf product implementations with third party vendors
  • Experience working in accordance with policies and procedures of the Ontario Public Service
  • Working knowledge of Accessibility for Ontarians with Disabilities Act (AODA)
  • Knowledge of Simpler, Faster, Better Services Act to support OPS’ Digital First Strategy with user centric designs; familiarity with Digital Service Standards and Service Design Playbook
