Description:
DESCRIPTION:
In this role, the successful candidate will be required to lead a collaborative discovery and recommendations phase for a project supporting the development of a new Enterprise-level Service Ontario Location geospatial dataset. They will ensure the project deliverables meet clients’ business requirements on time, scope, and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks. Work centers on:
- A jurisdictional scan, including a review of current data, and data availability
- Stakeholder engagement and user needs analysis
- Developing a conceptual data model
- Work with implementation team to develop an implementation and maintenance plan
- Collaboration with the Geospatial Ontario implementation team to support database implementation planning, ensuring alignment with Business Analyst activities, deliverables, and other related tasks as needed
The successful candidate will work under the Geospatial Ontario IT Program and report to Geospatial Ontario directly (please see attachments for more information). The work is tied to:
- Intake Item #290 - GDP Future State for LIO Modernization FY24-25 project (100% allocation or 130 days of effort)
- This project aims to explore Geospatial Ontario’s future service and solution development / delivery. Work this fiscal will focus on provisioning and configuring a Raster Analytics role for ArcGIS Image Server, and service delivery discovery i.e., a new flood hazard layer, a new Ontario Service location layer, and Ontario Parcel data access requirements
The successful candidate maybe redeployed to other Geospatial Ontario IT Program projects:
- Intake item #197 - LIO Modernize Data Maintenance (LIO Editor)
- This project aims to review the data editing and maintenance requirements of users and data owners across the province. Results should be combined with the discovery outcomes of items 204, and 205 to design a replacement for the legacy LIO Editor/Mapper/Reporter toolset; i.e., recommend new Geospatial Ontario data maintenance solution(s).
- Intake item #204 - Providing Access to OPS GIS to LIO Warehouse
- This project aims to review the Geospatial Ontario Warehouse (authoritative geospatial data database) data access solutions against the needs of their users. The objective is to identify solutions available for decommissioning, design recommended solutions for development, as well as, inform the development of new data modelling standards, and/or the new data maintenance solution(s) (LIO Editor/Mapper/Reporter replacement)
- Intake item #205 - LIO Data Modelling Standards
- This project aims to understand data owner required data model control, what, and how those data models need to change, and how those changes can support future user data access, and data maintenance (LIO Editor/Mapper/Reporter replacement) solutioning
- Intake Item #288 - GIS Delivery Platform Planned Maintenance FY24-25
- This is an annually recurring maintenance project for the GIS Delivery Platform (GDP). Work this fiscal will focus on software patching, Portal for ArcGIS implementation, Geocortex to VertiGIS migration, Cyber Security analysis/mitigations, and platform architecture review/documentation.
- Intake Item #289 - GIS Delivery Platform Modernization FY24-25
- This is an ad hoc modernization project for the GIS Delivery Platform (GDP). Work this fiscal will focus on analyzing platform monitoring, analytics, and operational management modernization requirements, then implementing recommendations
- Intake Item #321 - ArcGIS Portal
- This is a new high-priority project for multiple ministries. Following business needs analysis in conjunction with Esri last fiscal, work this fiscal focuses on finalizing that discovery, formalizing infrastructure design canvas’, provisioning required resources, configuring, then deploying a Portal for ArcGIS Enterprise deployment site (multiple environment) for multi-ministry shared usage. Esri is being brought in to support project work
- Geospatial Ontario implementation Phase 2 projects
The GDP is a comprehensive suite of interconnected GIS related infrastructure. It includes the hardware, software, and networking components required to deliver corporate applications, web services, data, and geomatics tools.
As of June, 2024, LIO, or Land Information Ontario, is now known as GEO, or Geospatial Ontario.
All Geospatial Ontario IT Program projects are composed of both IT Source Fee-For-Service and Full Time Employee resources.
Projects will maintain independent, as well as, Program, and Corporate level governance.
GENERAL SKILLS:
- Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined
- Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches
- Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives
- Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.

DESIRABLE SKILLS:

TECHNICAL EXPERIENCE - 25 POINTS
