WHO WE ARE

The Oregon Public Defense Commission (OPDC) is a 13-member commission appointed by the Chief Justice of the Oregon Supreme Court based on input from all three branches of Government. The Commission serves as the governing body for Oregon’s public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon’s public safety system.
The mission of OPDC is to ensure constitutionally competent and effective legal representation for persons eligible for a public defender.
The office includes the Executive Division, the Appellate Division, the Trial Division, the Trial Development & Resources Division, and the Administrative Services Division. The agency negotiates contracts with trial level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the agency include, Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.

MINIMUM QUALIFICATIONS

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.

Responsibilities:

WHAT YOU WILL DO

This position will provide technical analysis and expertise by leading the requirements management processes required for the various agency business solutions supported by information technology.

DUTIES

Business Analysis

  • Interview stakeholders and team members in agency divisions to obtain information about existing manual and OPDC IT supported procedure, processes, and systems to gain understanding for improvements.
  • Lead and facilitate meetings with various stakeholders and team members to map out processes, gain consensus, and develop path forward for pursing process improvements.
  • Document, analyze, and map current processes, procedures, and systems and revise if necessary. Ensure business processes meet objectives and follow guidelines and policies.
  • Develop business process and present recommendations to management and propose new updates or course of action. Develop and present recommendations to OPDC IT in accordance with recognized Business Process Improvement (BPI) best practices.
  • Work in conjunction with OPDC IT and division staff to document and develop roadmap for proposed division services and propose delivery models to OPDC and division management.
  • Collaborate, finalize, and implement business process management and roadmaps in tandem with OPDC IT and division leadership.
  • Assist OPDC staff to define, interpret and document requirements for current and proposed division services and delivery model. Collaborate with business Subject Mater Experts, Application Administrators, and Business Analysts to help determine the level of detail required to specify requirements into technical requirements.
  • Develop and analyze requirements and work in conjunction with division and OPDC Quality Assurance staff to develop test plans, test cases, and test scripts as needed.
  • Conduct product research and assist OPDC staff to develop build-versus-buy analyses to compare if business solution needs can be accomplished through vendor products, third party, or in-house development.
  • Provide and present detailed reports in conjunction with OPDC staff to agency management of the findings and recommendations. Provide input to management on final determination. Ensure any report is written in plain language and summarizes key factors for a division director to present to key stakeholders and legislature.
  • Assist OPDC IT and business divisions with fiscal impact statements for legislative sessions by providing business analysis and technology cost estimates.
  • Develop budget planning information by providing documentation of requirements that include estimation of costs and time for modernizing division systems and applications.
  • Work with OPDC project managers to identify scope of proposed services, processes, and digital solutions. Ensure division has required resources for project completion and assist OPDC IT project manager with budgeting of costs. Identify and mitigate potential service delivery or project risks and provide guidance and strategies to mitigate or avoid.

Systems Analysis

  • Analyze, review, and interpret information within databases, or other dataset sources,

from multiple agency systems and applications.

  • Create system documentation, system user documentation, and system process and flow diagrams. Analyze existing division system and application manuals and IT processes and revise and recommend improvements or changes.
  • Develop system requirements traceability from needs assessments, to requirements, and through system test cases. Assist the LSA with, or lead, system requirements documentation.
  • Work in collaboration with OPDC IT and division staff to identify system process improvement opportunities, propose system modifications, and devise system data governance strategies.
  • Prepare reports and presentations to OPDC IT management that effectively communicates trends, patterns, and predications using relevant system data or metrics.

Product Research

  • This will include, but is not limited to, the following: Assess new technologies, and translating current or future business solution requirements into target technologies.
  • Be assigned to and participate in task forces, workstreams, initiatives, symposiums, or other related work groups created for continuous improvement or research.
  • Collaborate and communicate with LSAs, architects, PMs, agency work groups, and other stakeholders to accomplish and lead market research activities.

Other Duties as Assigned

  • Be assigned other OPDC IT work efforts and projects as needed.
