Description:
KNOWLEDGE SERVICES IS ACTIVELY SEEKING A REMOTE BUSINESS ANALYST FOR A CONTRACT THROUGH THE END OF APRIL 2026 (POTENTIAL FOR EXTENSION) IN SUPPORT OF THE STATE OF NORTH DAKOTA DEPARTMENT OF HEALTH AND HUMAN SERVICES.
- Applicants may work fully remote.
- Candidates must have prior State government experience (DHHS preferred)
Responsibilities:
BUSINESS ANALYST QUALIFICATIONS INCLUDE:
- 7+ years of experience in leading requirements capture, management and analysis activities, including conducting user interviews, leading, and facilitating JAD sessions, and developing business
process models and formal specifications.
- 5+ years of experience with Business Analysis Process (SDLC, documentation procedures) experience.
- 3+ years of experience possessing excellent impact analysis and prioritization skills within program and development teams
- Proven analytical skills with experience in data analysis, data interpretation, problem-solving, critical thinking, and quantitative analysis.
- Demonstrated high-level technical expertise in data transfer, integration, and integrity, with a proven ability to synthesize data from multiple sources to drive effective and efficient execution in dynamic environments.
- Presentation and meeting facilitation.
- Proven experience working on large-scale, complex projects, such as enterprise software implementations or system integrations, ensuring timely delivery, budget adherence, and achievement of project objectives.
- Bachelor’s degree or Master’s Degree.
Responsibilities:
- Assist the business team with software development changes to enhance eligibility and benefits applications managed through Economic Assistance.
- Provide program management, requirements gathering, process diagramming, operational concepts, usability, and testing.
- Create and deliver high quality solutions for the software systems operated with the Economic Assistance Division and to ensure that the implemented software code and processes meets the requirements of the business programs, conforms to all applicable Federal and state laws and meets the needs of customers.
- Utilize information available from existing system usage statistics as well as industry trends to help inform areas of focus and opportunity.
- Consult with customers, business users, and technology specialists to identify and document business processes and data flows, identify and document detailed business requirements related to the business processes, document gap analysis, and assist with the development of project artifacts.
- Apply in-depth Business Analysis knowledge to review and analyze systems problems and identify solutions.
- Lead and participate in joint application design sessions with the technical team to ensure business requirements are met.
- Identify areas for process improvement to enhance quality and optimize cost.
- Develop test scenarios and test cases based on written requirements.
- Execute and review test runs and sign off on testing components.
- Support the development of end-user training materials and end-user documentation as required.
- Work with the technology teams to ensure business requirements are fully defined and tested.
- Oversight role during the stabilization phase of each release, including the monitoring of system change execution, the development of system “fix” strategies, and the close monitoring of the implementation of those strategies.
- Ensure internal and external stakeholder management through effective communication and contribute to the improvement of technology adoption through lessons learned and best practices.
- Monitor and track process improvement outcomes through data analysis.
