Our aim is to work in partnership with the organisation to support the Council’s widely publicised Swindon Plan and support our missions to reduce inequality, build a better Swindon and achieve net zero, whilst ensuring that each project delivers the predicted benefits on time and within budget, generating exceptional value to the Council.

Responsibilities:

You will be a creative and agile Business Analyst with skills in systems thinking, design, implementation and change. You’ll be enthusiastic, proactive, ready to contribute fresh ideas to the team, and strive for continuous professional development. Your role will be to facilitate interactions between the business, relevant frontline teams, relevant systems and technical teams, and residents to tackle challenging business problems and deliver rapid, cost-effective and efficient solutions.
You will actively engage and work closely with business stakeholders at all levels to scope out what improvements are needed, to elicit requirements, to ensure adoption and continuous evolution and extensibility of solutions.

In this role specifically, you will:

  • Identify opportunities across the organisation to improve an existing process, or to design a new process, in order to solve business problems, provide better outcomes for residents, and maximise returned benefit to the organisation
  • Utilise data and insights to identify opportunities for improvements to processes and to improve outcomes for residents
  • Effectively build and manage trusted relationships with a wide range of stakeholders from across the organisation, including: managing scope and expectations, facilitating buy-in to doing things differently, ensuring that there is support and commitment throughout a project lifecycle
  • Work with customer stakeholders to elicit, capture, analyse and elaborate requirements and processes across strategic, business and technical levels
  • Research and offer solutions to service areas that meet business and resident needs, including identifying any digital solutions that can improve efficiencies
  • Map out existing and proposed relevant processes and be able to elicit all elements of a process and sub-processes
  • Work with technical and finance colleagues to develop feasible and beneficial options appraisals that align with strategic outcomes.
  • Manage and implement change successfully, consistently utilising feedback and iterative design to ensure that outcomes are achieved.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”.
Hybrid working is available, with a requirement to come in to the Swindon office in line with meetings to support the programme.
