PROJECT/UNIT DESCRIPTION

The Information & Cyber Sciences Directorate (ICSD) at Georgia Tech Research Institute (GTRI) is seeking an experienced leader to create and manage strategic programs and new business development opportunities in Augusta, GA. This position requires significant engagement with the Army and Intelligence Community (IC) to include but not limited to the U.S. Army Cyber Center of Excellence (CCoE) and its key mission partners, Fort Eisenhower tenant units (e.g., Army Cyber Command (ARCYBER) and the National Security Agency-Georgia (NSA-G)), Army Futures Command (e.g., Army Capability Managers (ACMs)), Army Training and Doctrine Command (TRADOC), Army Intelligence and Security Command (INSCOM), and the Georgia Cyber Center (GCC). It is desired that the individual filling this position have extensive Army (i.e., G2, G6, Army Signals/CCoE, ARCYBER, etc.) experience/certifications (e.g., CISSP, Security+, etc.) with a focus on information and cyber sciences and be based in the vicinity of Augusta, GA.
This individual will serve as a senior technical representative on a diverse team of developers, engineers and scientists to assure proper consideration of technical, programmatic, and management factors to support the analysis of Department of Defense (DoD) and Intelligence Community (IC) programs. This will include serving as the primary liaison between operationally focused Army leaders and technical subject matter experts with the goal of providing solutions to real world problems including educational outreach. This will include planning and execution of customer/DV visits and venue support for customer sponsored events (e.g., Cyber Guard, TechNet Augusta, etc.) to include cross-lab coordination. This individual will perform outreach, business development and marketing activities in support of overall team objectives to grow new business and obtain awarded work and assists the ICSD Deputy Director for Research and the ICSD Director of Business Development in formulating penetration strategy for the U.S. Army C4ISR & Cyber units and other strategic areas of interest (e.g., support for ARCYBER and NSA-G). This individual will assist the ICSD Director of Business Development in all aspects of proposal development and contract capture to include: RFI/RFP responses, data calls, non-disclosure agreements, teaming agreements, master research agreements, technical assistance agreements, proposal tracking, export control review, ITAR license process, and cost proposals. This individual will assist with technical writing; proposal team coordination; providing interface with technical writers, Office of Sponsored Programs, and GT Legal (to include Export Control personnel). This individual will help facilitate transition actions from award notification to contract award and assists with technical reports and deliverables for programs managed by the ICSD Director of Business Development. As required, this individual will serve as project director and/or program manager on key strategic research programs, especially those supporting the Army and other Augusta-based sponsors (e.g., NSA-G).

REQUIRED MINIMUM QUALIFICATIONS

  • Proven leader of diverse teams performing classified work to accomplish DoD and IC technical and operational objectives on schedule and within budgetary allocationsExperience with software development and certification and accreditation processes
  • -knowledgeable on bench-marked best practices for service in area of Development, Security, Operations (DevSecOps) and Risk Management Framework (RMF)
  • Understands DoD acquisition process with contract oversight experience
  • Must live within 50 miles of Augusta, GA

PREFERRED QUALIFICATIONS

  • US citizen and hold a current Top Secret DoD security clearance

Responsibilities:

JOB PURPOSE

Business Development (BD) Managers provide direct support for GTRI-wide customer engagement, contract vehicle capture activities, and contract/program management. Customer engagement includes developing, establishing, and maintaining relationships between GTRI, strategic partners and customers, especially the Department of Defense. In support of GTRI leadership, BD Managers identify, develop, and implement near-term and long-term business strategies relating to GTRI science and technology (S&T) and research, development, testing and evaluation (RDT&E) activities. BD Managers actively identify potential sponsors and opportunities, coordinate staffing requirements with laboratory leadership, and provide and manage contract vehicles to support GTRI research staff and technical activities.

KEY RESPONSIBILITIES

  • Occasionally lead and often support BD activities for GTRI and across all Directorates, Laboratories and Field Offices, not just those in direct reporting chain
  • Provide significant support for GTRI-wide customer engagement, contract vehicle capture activities, and contract/program management
  • Assist with providing direction and overall management for BD staff
  • May serve as the initial and primary interface between research sponsors and GTRI research laboratories

  • Contribute to vision/roadmap for the establishment and continuity of contract vehicles with the characteristics of agility, flexibility and usability across GTRI
  • Assist all GTRI Directorates, Laboratories and Field Offices and the Government with establishing and executing contract vehicles, competitive and non-competitive.
  • Contribute significantly to marketing and facilitating the establishment of new contract vehicles with Government sponsors.
  • Support and often lead capture team, proposal writing, and/or ensures support for GTRI IDIQs and task orders that cut across Laboratories and Directorates.
  • Aid with contract management support and de-confliction for “non-traditional” contracts/agreements (e.g., Other Transaction Authority (OTA) contracts, Proprietary Information Agreements (PIA), Master Research Agreements (MRAs), etc.)
  • Provide business operations support as needed to promote synchronization of business activities (e.g., teaming agreements, conflict of interest determination, etc.)
  • Provide contract/program management support for nascent and strategic GTRI-wide IDIQs and task orders contracts as required
  • Aid security coordination to enable researcher access and support (e.g., DD254s, CAC/PKI cards, SCI clearances, network connectivity, etc.) as required and as applicable to the contracts they manage

ADDITIONAL RESPONSIBILITIES

  • In addition to supporting ICSD laboratories, will support all GTRI laboratories engaged with Fort Eisenhower and Augusta customers as required.
