Primary objective
Deliver a suite of corporate functions to support the operations of the branch. Provide leadership for the implementation of
policy and stakeholder initiatives, technical and corporate training program delivery and contract administration services.
Context statement
The Civil Services Branch provides project and contract management services to construct and maintain transport
infrastructure across the Northern Territory, including roads, bridges, aerodromes, barge landings and marine infrastructure.
The Business Manager position leads a team of five to deliver the operational corporate responsibilities of the Branch. The
incumbent reports to the Executive Director for direction and broad objectives to be achieved.
Key duties and responsibilities
1. Deliver a suite of corporate functions to support the Branch operations, including financial and human resources
management, business and organisational planning and reporting, and executive services.
2. Provide high-level executive support to the Executive Director and Directors of Civil Services in the delivery of project
and asset management of civil infrastructure, including secretariat of high-level operational and program committees;
ad-hoc queries and monthly reporting to the Ministers Office, executive Management and industry stakeholders.
3. Provide strategic advice and implementation of organisational structure changes and job creation to ensure continuous
improvement of human resource capability for the Branch to achieve its key deliverables.
4. Provide leadership and oversight on development and implementation of policy and Stakeholder initiatives across
corporate and asset related topics, delivery of the Technical Trainee program, project and contract administration
services.
Selection criteria
Essential
1. Advanced knowledge of business practices; program and project management practices and principles in relation to
public sector construction industry.
2. Understand organisational objectives and aligns operational goals, strategies and work plans to strategic aims, including
the ability to gather and analyse information from a variety of sources to inform planning activities and evidence-based
recommendations.
3. High-level knowledge in development of organisational structures, succession planning, job creation, and performance
management practices.
4. High-level communication skills, both written and verbal, with strong active listening skills and the ability to present
messages confidently in a clear, concise and articulate manner.
5. Demonstrated understanding of contemporary leadership and management practices, particularly to build the capacity
of staff and drive and support change.
Desirable
1. Degree or Diploma in Management, Business or Business Administration, Project Management, or Finance Management
