Position Summary
Responsible for enforcement of bylaws and related statutes, conducts investigations and inspections of the more complex and highly sensitive nature, resolves complaints, gathers evidence, and initiates appropriate action. This position is also responsible for leading inter-departmental and multi-jurisdictional enforcement files. Key Duties & Responsibilities
Investigates proactively and responds to complaints, violations, or non-adherence to municipal bylaws and provincial statutes and regulations on private and public land and properties (e.g. Community Standards Bylaw, Traffic Bylaw, Clean Property Bylaw, etc.).
Leads and coordinates teams consisting of members from other City Departments, external agencies, provincial and federal governments, and other agencies to resolve complex and sensitive issues that are multi-jurisdictional
Reviews new and pending cases, collects background information, tracks activities, actions, prepares case summaries, and manages remedies including contractors as needed
Documents and logs investigates/inspections including interviews, photographs, measurements, notices, orders, and related actions
Liaises and refers cases to other City departments for action e.g., building structure issues
Prepares and organizes complex correspondence and statistical reports as well as court briefs for prosecutions, and related appeals
Provides technical advice and interpretation of bylaws and regulations for public, internal, and external stakeholders
Leads, directs and coordinates the work of Bylaw Enforcement Officers
Maintains filing systems in accordance with branch procedure and corporate records management policies and procedures
Completes searches, inputs data, validates data, manipulates data, and generates reports and lists from programs and applications Key Qualifications
College diploma in Law Enforcement or equivalent
Class 5 driver’s licence
Greater than three years of previous and on-the-job experience in enforcement activities with one-year experience leading and coordinating the work of others
Knowledge of enforcement procedures, investigations, interviewing techniques, collecting and giving evidence, court procedures/judicial processes, prosecution preparation policies, procedures, and practices
Knowledge of customer service, mediation, and conflict resolution
Knowledge of specific branch as well as the broader division/departments/branches and interrelationships for project and service delivery
Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards
Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices Working/Other Conditions
Works in indoor office and outdoor site environments
Personal protective equipment is required
Exposure to adverse weather conditions and temperatures
Enters interior/exterior private property for bylaw infractions
Exposure to challenging psychological situations
Exposure to stressful experiences/interaction with residents/parties who are upset, angry, and/or emotionally charged
Exposure to sharps
