WHAT QUALIFICATIONS DO YOU BRING?

  • Your educational background will consist of the completion of a university degree in a relevant discipline, or the equivalent.
  • Your application will demonstrate extensive progressive experience in the areas of general project management and engineering management of large multi-discipline projects or projects conducted in an operational rail environment.
  • Your Certification as a Professional Engineer or a similar professional designation in the Province of Ontario is considered an asset.
  • Your Project Management Professional (PMP) certification is also considered an asset.
  • You will have comprehensive knowledge of project management and engineering principles and practices.
  • Your well-developed knowledge of construction methodology principles, practices, construction contract law, construction methods and processes, contract administration and construction inspection, as well as pertinent Acts and Regulations (i.e. Construction Lien Act, Occupational Health & Safety Act, etc.) will be beneficial.
  • You will also have sound knowledge of business administration, fiscal and human resources policies, and legislation/regulations regarding safety, human rights, employment, etc.
  • Your application will reveal demonstrated experience in formulating detailed project goals and objectives, and associated budgets at high levels.
  • You will have excellent analytical and problem-solving abilities, sound judgement, highly developed management, organizational, interpersonal, oral and written communication skills. You will also have demonstrated negotiation and mediation skills.

Responsibilities:

Reporting to the Senior Manager, Capital Project Delivery in the Operations and Infrastructure (O&I) Group, you will be accountable for assisting the Senior Manager in overseeing and coordinating the delivery of the O&I Department’s Portfolio of Capital Programs (i.e. major capital projects in the Subway Track, Signals, Electrical, Structures, Communications, Streetcar and Stations Sections), as well as leading the development and enhancement of the department’s Portfolio Management Process.
As the Capital Project Delivery Manager, you will assist the Senior Manager with the management and coordination of project deliveries of the Departments Portfolio of Capital Programs. You will manage the scope of the portfolio within the remit of the O&I department’s State of Good Repair (SOGR) project portfolio. You will ensure the aims of the portfolio are within the department’s capacity to deliver and the TTC’s business objectives are delivered by the portfolio. You will monitor and communicate portfolio progress against the approved plan, requirements, quality measures and milestones.
Additionally, you will chair regular SOGR project review sessions with Project Managers/Coordinators and stakeholders to review project updates and take appropriate action to improve the performance, consistency and predictability of delivery of projects within the portfolio.
In this role, you will ensure timely reporting of financial and performance results including schedule, safety, human resources, and other management issues to TTC and government officials as appropriate. You will recommend the necessary resources for program teams, and develop detailed strategic goals and objectives.
You will manage scope and identify risks to the O&I portfolio. You will mitigate risks by implementing strategies and contingency plans across all programs. In addition, you will be responsible for setting and managing expectations regarding delivery and costs for the programs.
You will ensure the portfolio is delivered to meet the TTC’s operating requirements. Working with various Budget Coordinators, Managers and Department Heads, you will secure funding and meet subsequent funding reporting requirements, along with budget submission requirements. You will ensure programs are planned to accomplish goals within defined constraints such as time, cost, technical constraints, etc. You will also manage a team of technical writers responsible for the O&I Standard Operating Procedures and Work Methods.
