Description:

1. BACKGROUND AND OBJECTIVES

T&E is looking to outsource data analysis to support its cars programme and progress its goals.
The work is divided in two tasks, one on analysing car bonnet height and width data, the other on
analysing a dataset of EV charging infrastructure. The consultants can choose to apply for both
projects or for a single one.
Project 1: Car bonnet height and width analysis
T&E aims to undertake an analysis of car dimensions to inform the public debate on the growing size
and weight of cars and on the need for urgent policy action. The work is divided in three parts, first the
update of the T&E analysis of car width (see briefing from January 2024), second a new analysis of car
bonnet height, based on a dataset provided by T&E, and third, analysing the increase in pick-up truck
registrations.
Project 2: EV charging infrastructure analysis
T&E aims to undertake robust analysis of the current state of deployment of the EV charging network
in Europe to bring a comprehensive and informative picture to policymakers and the general public.
The analysis would be based on a comprehensive dataset of charging data purchased by T&E and
made available to the consultant. The data covers the whole of the EU and includes data on all public
chargers, including location, technical specifications, price and utilisation.

The work proposed is grouped into 3 tasks which aim at the following outputs (see description below):

  • A T&E map with statistics for public charging coverage for each EU sub region. The resulting

value per region (NUTS3 level) would put in perspective the number of public chargers with

the number of EVs on the road, based on targets from the EU charging infrastructure law AFIR.

  • A T&E map showing coverage of the TEN-T network, similar to this one from the European

Commission (TENtec, e.g. AFIF eligibility map);

  • Analysis of EV charging prices: exploratory analysis to understand the factors influencing

public EV fast charging prices. The task would include comparing CPOs pricing, comparing EV
fast charging between EU countries, comparing EV prices and EV charger utilisation, analysing
location with high prices, etc.
Estimated number of days: 30 to 40 days (approximately ¼ for car dimension analysis and ¾ for EV
charging analysis).
