Description:
Catholic Charities of Los Angeles, Inc. is one of the largest human services providers in California that operates a variety of programs to serve the poor and strives to find permanent solutions to crisis situations by offering clients the tools and resources needed to achieve greater self-reliance and stability in their lives.
The Refugee Employment and Acculturation Services (REAS) program assists refugees to adjust and adapt to the American Workplace, learn English, and ultimately achieve self-sufficiency. The program is designed to provide employment and training services for eligible refugees residing in Los Angeles County less than five (5) years. The REAS Case Manager I independently manages a large caseload of clients, conducts assessments, makes appropriate service referrals, and conducts follow up activities in line with Department of Public Social Services policy for REAS services.
QUALIFICATIONS:
- Bachelor’s degree from an accredited college/university and one or more years of related experience in case management services; or AA Degree and two years of case management experience; or AA degree and two years of employment counseling experience; or AA degree and two years of work experience in a GAIN/REAS services environment
- Bilingual fluency in English and Spanish
- Trauma Informed Case Management principles and best practices.
- Applicable state and federal laws and regulations.
- Providing services to immigrant/refugee communities, REAS/GAIN background preferred.
- Knowledge of local public and private resources and services.
- Ability to communicate in a sensitive and professional manner with a diverse group of clients
- Experience working with the business community
- Ability to successfully execute many complex tasks simultaneously;
- Ability to work as a team member as well as independently
- Must pass criminal and background check prior to hire
- Must be able to operate standard office equipment and travel between office locations throughout Los Angeles County.

Responsibilities:
- Provides a clear understanding of the REAS program, referral to appropriate program components based on appraisals, test results, and program policies, and advises clients of program choices.
- Coordinates actions in accordance with DPSS policy, CalWORKs guidelines, and GAIN procedures
- Motivates and provides encouragement to clients to move toward employment and self-sufficiency in effectively conveying the benefits of working.
- Role models professional business attire for clients when performing daily activities.
- Performs various tasks to include office and telephone interviews, data entry, scheduling appointments, and other case related activities.
- Reviews employment goals with clients and makes individual job matches.
- Ensures that all clients have a basic resume and have practiced interviewing techniques to begin job search activities.
- Registers and monitors attendance and activities of all clients on caseload.
- Assists clients in locating job openings by utilizing available tools, such as personal computers, fax machines, copiers, employment bulletins, videotapes, and community resources.
- Monitors and reviews the manner in which the job search is being conducted by each client and offers encouragement and suggestions for improving their job search activities.
- Assists clients in resolving scheduling problems and in planning their welfare to work activities.
- Meets all standards established for this position as outlined in the performance criteria.
- Provides services in a culturally sensitive manner.
- Properly documents all activities in the CalSAWS system, prepares daily, weekly and monthly reports, interacts with the DPSS when appropriate.
- Ensure provided services are in compliance with REP RCA/CalWORKs policies and procedures.
- Prepares program reports as required.
- Works cooperatively with DPSS and Program Superiors.
- Works with other agencies to ensure clients receive all needed services.
- Links clients to existing agencies and community resources, including advocacy.
- Displays sensitivity to the client population’s cultural and socioeconomic characteristics.
- Represents program at various agency and community meetings.
- Responds to internal and community correspondence and memos.
- Performs related duties as assigned.
