EDUCATION
- Master’s degree in Migration Studies, Humanitarian Operations or a related field from an
accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
EXPERIENCE
- Working experience in CBI programming;
- Working experience in reviewing project proposals for multiple country offices, drafting reports
and developing CBI tools and guidance;
- Experience working with data analysis and reporting tools, such as Microsoft Excel;
- Experice in using FIGMA is highly desirable;
- Working experience with international organizations and knowledge of the United Nations; and,
- Proven experience in capacity-building activities and CBI trainings delivery.
SKILLS
- Knowledge of CBI across humanitarian, development and peace operations, including
migration contexts;
- In-depth knowledge of CBI-related technical guidelines and standards;
- Knowledge of current humanitarian issues with a particular focus on cash coordination;
- Good project development and report writing skills;
- Strong facilitation skills and knowledge on adult learning;
- Proven computer literacy, including Microsoft Office Suites and graphic design tools;
- Ability to produce quality work accurately and concisely according to set deadlines; and,
- In-depth knowledge of the broad range of migration-related subject areas dealt with by the
Organization.
Responsibilities:
- Facilitate the design, revision and dissemination of CBI tools and guidance enabling the
implementation of efficient and effective CBI across IOM programmes, including in emergency
response, preparedness, transition and recovery, return and reintegration operations, and
others. - In close coordination with Senior CBI Officer, participate to the Global Cash Advisory Group,
the Global Cash Forum and CALP network meetings and contribute to setting and maintaining
international standards for cash coordination at the global level. - Contribute to the CBI Unit’s capacity-building efforts including the development of training
material, facilitation of trainings, workshops and webinars, and rolling-out operational tools and
guidance on the planning, design and implementation of CBI. - Support in the project proposal revision and endorsement process as pertain to the CBI
portfolio; including but not limited to (1) assisting Country Offices to develop projects in line with
institutional best practices and priorities; and (2) assisting Country Offices in the integration of
gender, protection and disability inclusion considerations in CBI projects. - Liaise and coordinate with IOM Offices to ensure a coherent and consistent institutional and
rights-based approach to CBI. - Coordinate the drafting and dissemination of reports on CBI progress and achievements, as
well as papers on initiatives, strategic approaches and institutional priorities for distribution to
IOM management, donors, partners and other counterparts. - Compile and analyze statistical data from IOM Country Offices implementing CBI in different
contexts and follow up with the Country Offices to ensure submission of adequate CBI data to
the institutional questionnaire, collecting relevant case studies and drafting a booklet on IOM
Global CBI activities. - Contribute to the research on building of more effective ways of supporting migrants and
displaced people with CBI, including the use of innovative technology that reduces protection
risks, particularly for the most vulnerable, and the development of literature reviews for various
topics related to CBI. - Coordinate work to mainstream protection into CBI programming, including revision of tools
and documents to ensure that they are protection-focused, migrant-centred, gender-sensitive,
and take into consideration the needs of beneficiaries with diverse needs, such as persons
withdisabilities, in close coordination with Protection units at the Country Offices. - Check that cross-cutting issues, such as Gender-Based Violence, Disability Inclusion, Child
Protection and Accountability to Affected Populations, are streamlined and considered across
IOM CBI activities. - Maintain an up-to-date risk register for CBI activities and provide support to Country Offices
in identifying, assessing, and mitigating risks. Check that the risk management measures are
effectively integrated into cash based interventions, in coordination with relevant units at HQ and
Country Offices. - Undertake regular duty travel to support IOM Country Offices in the planning, design and
implementation of CBI. - Perform such other duties as may be assigned.
