POSITION OVERVIEW

The District of Sicamous is seeking an accomplished Chief Administrative Officer (CAO) to lead our thriving and diverse community. The successful candidate will be a visionary, collaborative and strategic thinking leader with excellent communication skills. Superior management abilities while operating in a complex environment with competing demands for resources will be needed to be successful in this position.

The CAO plays a pivotal role in guiding the municipality’s strategic direction regarding economic growth, tourism and recreation, housing and community safety, health and wellness, while upholding the values of collaboration, integrity, leadership, customer service, stewardship and accountability. Reporting directly to mayor and council, as their one direct report, the key responsibilities of this position will be:

  • Leadership and Governance
  • Provide visionary leadership to council, implement council directives, offer strategic advice and guidance on municipal policies, strategic initiatives, and community development projects.
  • Uphold high standards of integrity, transparency, and accountability in all municipal operations and decision-making processes.
  • Act as the chief representative between elected officials, municipal staff, first nations, all levels of government and community partners, promoting effective communication and collaboration.
  • Operational Management
  • Oversee the day-to-day operations of all of the District’s departments and corporations.
  • Develop and implement administrative policies and procedures that optimize organizational efficiency, ensure regulatory compliance, and support the delivery of high-quality services to residents.
  • Working alongside the chief financial officer, manage the municipality’s budget and financial resources prudently, identifying opportunities for cost savings and revenue generation to maintain fiscal sustainability.
  • Community Engagement and Relations
  • Mutually with council, cultivate positive relationships with diverse community groups, businesses, and residents, fostering a sense of inclusivity and civic pride.
  • Alongside council, actively engage with community partners to understand their priorities, address concerns, and collaborate on initiatives that enhance community well-being and economic vitality.
  • Represent the District at public events, meetings, and forums, advocating for community interests and promoting public participation in municipal affairs.
  • Team Development
  • Recruit, manage, mentor, and evaluate senior management staff, cultivating a supportive and high-performing organizational culture.
  • Promote professional development opportunities for staff to enhance their skills and expertise.
  • Strategic Planning and Implementation
  • Under council’s direction, lead the development and implementation of comprehensive strategic plans and initiatives that align with identified strategic priorities.
  • Monitor progress towards strategic goals, evaluate outcomes, and adapt strategies as necessary to capitalize on emerging opportunities and address evolving community needs.
  • Proactively identify and respond to challenges, trends, and opportunities that impact the municipality, demonstrating agility and innovation in decision-making and problem-solving.

QUALIFICATIONS AND EXPERIENCE

  • Proven leadership and management in complex multi-stakeholder environments, with a minimum of 5 years of administrative and senior leadership experience.
  • Expertise in governance, financial management, and organizational development.
  • Strong communication, negotiation, and conflict resolution skills.
  • Bachelor’s degree in public administration, political science, business administration, or related field preferred.

We offer competitive compensation including an annual salary in the range of $150,000 to $170,000 along with a comprehensive benefits package, municipal pension plan and relocation expense reimbursement.
