Description:

POSITION DESCRIPTION

Reporting directly to the Town Council of Petty Harbour-Maddox Cove, the Chief Administrative Officer (CAO) provides a wide range of confidential administrative overview for the Municipality, as the primary point of contact for the town. The primary responsibility of the CAO is to provide leadership, motivation and support in administering the day-to-day operations of the Town and to ensure that the decisions, priorities, policies and initiatives of Council are implemented as directed.
In addition to the above, the CAO must instill confidence and trust in the workforce, and be capable of motivating and organizing the senior management team to work collaboratively to support the goals and priorities identified by Council. As the Town’s most senior administrative position, the CAO reports directly to the Mayor and Council, and all employees report directly or indirectly to the CAO. This is a full-time permanent non-unionized position.

QUALIFICATIONS

The CAO must have a post-secondary degree/diploma in business, business administration, office management, or a comparable combination of education and proven administrative experience. Knowledge and experience in senior management, policy development, municipal administration or administrative management would be an asset. The CAO should demonstrate strong leadership & management skills, good judgment, a strong work ethic, excellent inter-personal and communications skills and a visionary leadership style.
Must be bondable and be able to provide a Certificate of Conduct.

SKILLS & ABILITIES

· Ability to work independently, exercising tact, judgment, and initiative while maintaining confidentiality
· Strong ability to build and maintain a close working relationship with the Town Council
· Skilled at managing multiple priorities from various sources
· In-depth knowledge (or acquired through experience in the role) of the Town’s policies, regulations, procedures, and services
· Proven ability to collaborate effectively within teams
· Adaptable in managing both internal and external relationships and resolving conflicts
· Highly organized, able to meet critical and irregular deadlines
· Skilled in researching and analyzing materials
· Strong initiative, with the ability to follow direction from the Town Council and excel in planning
· Advanced proficiency in compiling and preparing detailed reports
· Advanced proficiency in Microsoft Suite applications, WebEx, Zoom, and Teams
· Exceptional written and verbal communication skills, with a strong focus on customer service
· Committed to continuous improvement and professional development
