Description:

Purpose: Reporting to the President and Chief Executive Officer of a growing $6 Billion Community Bank based in Western and Central New York, the Chief Consumer Banking Officer is responsible for leading, managing and growing the Bank’s community-based retail network. This individual will establish goals and implement strategies to achieve growth, profit, operational efficiency, compliance, and best-in-class customer experience.
Areas of executive leadership and strategic oversight include the organization’s customer facing consumer lines of business, including the Retail Branch Network, Residential Mortgage, Indirect Lending, Small Business Banking, and the supporting operational functions of the Customer Contact Center and Collections departments.
The Chief Consumer Banking Officer’s primary charge is to prudently grow consumer relationships. The position develops and executes broad-based consumer-oriented campaign initiatives and business solutions, supervises and administers the consumer banking functions, develops and implements strategies for growth and customer acquisition, retention, and development, and cultivates the consumer banking team. The position is ultimately responsible for all aspects of the organization’s success in these areas including maintaining and administering line of business strategic plans reflective of evolving risk and risk tolerance. Under this leader’s vision, Five Star Bank will achieve strong consumer banking and lending performance, while meeting the letter and spirit of regulatory expectations, procedural and operational excellence, superior customer experience standards, and robust talent development within large and strategically critical parts of the organization. Serving as a key member of the Executive Management Committee, the Chief Consumer Banking Officer will offer counsel on complex and strategic enterprise wide matters, be active in the communities we serve, and serve as a visible leader to the associates and customers of the Bank as a whole.

Essential Functions:

  • Executive Leadership and Strategy:
  • Provides leadership in establishing overall objectives, policies, and plans for consumer banking and lending lines of business
  • Has responsibility for recommending planning, implementation and control of short and long-range objectives, develops and maintains organizational structure, coordinates major activities through subordinates to assure growth and development of the Bank and its markets
  • Provides oversight to senior officers of the Consumer Banking Group in performing their duties, including ensuring compliance with all policies and procedures
  • Business Development and Customer Focus:
  • Represents the Consumer Banking Group within Centers of Influence and as an interested and active participant in the communities that the Bank serves with direct involvement in customer relationships, community and civic organizations, professional groups/societies and, supports regulatory engagement and advocacy.
  • Operational Excellence:
  • Ensure seamless integration of processes across consumer banking and lending departments to provide customers with exceptional service.
  • Continuously monitor and improve the efficiency of the bank’s operational procedures, ensuring adherence to internal policies and industry best practices.
  • Financial Oversight:
  • Collaborate with Chief Financial Officer to oversee budgeting, forecasting, and financial performance of banking operations.
  • Set and monitor financial goals, ensuring revenue targets are achieved and costs are managed effectively.
  • Risk and Compliance Management:
  • Serving as a Section 16 Officer the role is primarily responsible for all consumer banking and lending policies and internal controls, and ensures, through senior manager accountability, that the Bank is in compliance with all regulatory agency requirements and guidelines and is apprised of all regulatory interaction through senior management
  • Stakeholder Engagement:
  • Reports all material developments relative to consumer banking and lending operations to the Executive Management Committee and the Board of Directors
  • Participates in a number of management committees responsible for governance of critical enterprise decision making and oversight
  • Nurtures a strong culture of collaboration between line of business leaders and key stakeholders, continuously demonstrating integrity and professional judgment in protecting the interests of the organization and sharing an integrating best risk practice.
  • Build effective relationships with peer banks, trade associations, industry and regulatory authorities and others to maintain relevant knowledge and engage in the regulatory process

Job Related Qualifications:

  • Education: Bachelor’s Degree in Business, Finance, Accounting or Risk Management related field is required; Master’s Degree in Business, Finance, related field preferred.
  • Prior Experience:
  • Required: A Minimum of ten (10) years experience in financial services, including (5) years or more in a senior leadership level role, direct experience engaging with the Boards of a publicly traded financial institution and bank regulators.
  • Preferred: Prior experience leading all consumer banking and retail lines of business or alternatively a minimum of fifteen (15) years in leadership roles within a consumer banking lines of business, specifically preferred to have experience leading within a retail delivery model and sales-driven culture. Executive experience working as a member of or closely with an Executive team and Board of Directors is preferred.

  • Comprehensive experience in the financial services, expert knowledge of banking laws and regulations pertaining to risk management and a proven ability to apply them
