Maritime & Intelligence Systems (M&IS) is a growing business within BDS Space, Intelligence, and Weapon Systems (SI&WS) focused on delivering complex solutions in some of the most challenging environments on Earth. M&IS is seeking a Chief Engineer, Multi-Skill Engineer (Level 6) in Fairfax, VA, to support ArgonST business area. ArgonST is a leading provider of C4ISR and combat systems, supplying customers with the information they need to make timely, critical decisions. Whether on the surface ships, submarines, aircraft, airborne-remote or land-based platforms ArgonST products span the spectrum and include capabilities for SIGINT, COMINT, ELINT and torpedo defense.
The selected individual is responsible for the management of engineering staff and execution. Job roles includes 1) Supporting the Argon ST CEO and ArgonST Leadership Team on successfully planning and executing ArgonST business, 2) Coordinating staff utilization and task execution with the M&IS engineering capability leadership, and 3) Managing and leading the assigned engineering team. As part of the ArgonST LT, the individual will coordinate, plan, and prioritize work over a roughly 12-36 month rolling time frame. The ArgonST LT meet weekly to discuss current program status and required actions. As part of the M&IS Engineering LT, the individual will coordinate staff assignment to successfully execute work, manage execution risk, and seek opportunities for improvement in work execution.
The position directly reports to the Senior Director and Chief Engineer for Maritime & Intelligence Solutions, and directly supports the CEO and General Manager of Argon ST. This position works in close coordination with the ArgonST Leadership Team, which includes the CEO, CFO, CGO, and Senior Software Manager. BASIC QUALIFICATIONS (REQUIRED SKILLS/EXPERIENCE):

  • Bachelor, Master or Doctorate of Science degree from an accredited course of study, in Electrical Engineering, Computer Science, Mathematics, Physics or other technical degree.
  • 5+ years of experience in SIGINT or COMINT.
  • 10+ years of experience in technical leadership.
  • Experience with strategic planning and creation of technical roadmaps.
  • 5+ years of experience taking new technology trends and bringing them into production.

PREFERRED QUALIFICATIONS (DESIRED SKILLS/EXPERIENCE):

  • Outstanding leadership, technical, management, systems thinking and communication skills.
  • Demonstrated experience working with program, technical and financial management at all levels.
  • 5+ years of experience running technical programs, executing large programs, and working with customers.
  • 5+ years of experience writing whitepapers and proposals.
  • Development and operational experience with Army, Navy, Air Force, or with other customers in the Intelligence Community.
  • Field experience in COMINT/SIGINT.
  • Demonstrated skills in Risk Management and Root Cause Corrective Action (RCCA) efforts.
  • Cost Account Management using Boeing processes and procedures, including Earned Value Management (EVM).
  • US Citizenship and currently possessing TS/SCI clearance.

TYPICAL EDUCATION & EXPERIENCE:

Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (e.g. Bachelor) and typically 20 or more years’ related work experience or an equivalent combination of technical education and experience (e.g. PhD+15 years’ related work experience, Master+18 years’ related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard.

Responsibilities:

  • Ensures technical conduct, progress, performance, and results are executed in compliance with established requirements, plans, and business charter.
  • Is directly responsible and accountable to the ArgonST CEO and has an independent reporting path to the M&IS Senior Director & Chief Engineer for (1) technical excellence and integrity of design, development, production, support, supportability, and mission success and (2) to support program cost and schedule baselines, and design-to-cost targets and cost reduction initiatives, while ensuring the safety and technical excellence and integrity of the products.
  • Provides senior technical leadership for the program and associated proposals, and be the senior technical interface to customers and suppliers. Represents the perspective of system users and customers in program reviews.
  • Establishes a culture of proactive technical oversight, risk management and rapid issue resolution, providing alternative paths for issue resolution and an open dialogue on technical issues. Actively leads and participates in the program Agile work process.
  • Regularly assesses the baseline program technical execution plan against technology, complexity, and risk-adjusted benchmarks of similar engineering efforts.
  • Advises the ArgonST CEO and indirect reporting paths if the baseline plan’s scope, tasks, inherent processes, resources, deliverables, and/or risks are inconsistent with those benchmarks.
  • Prevents traveled technical risk and ensure that technical risks and issues are driven rapidly to closure.
  • Oversees the Responsible Engineer (RE) process, where engineers and engineering leadership are assigned over the systems, subsystems, and components for each program.
  • Implements and enforces engineering functional excellence in people, processes, tools, and practices; drive productivity improvements through the use of the lean principles/discipline; and share best practices and lessons learned.
  • Establishes a culture of technical expertise, service, and availability within the technical community and across the enterprise.
  • Works with functional counterparts to understand and ensure process inputs and outputs are clearly defined to enable products and services to meet requirements and be delivered on schedule and within costs.
  • Monitors Enterprise technology strategy activities and provide inputs to Enterprise Technology Strategy to ensure technology insertion and application is relevant to the program. Partner with subject matter experts and technology experts in understanding technology development and integration into current state and future goals for increased functionality, performance, testability, verification and validation. Technical oversight of research and development efforts to include customer and internally funded.
