Overview:
Applications are invited for the role of Chief Executive, Transport Scotland.
Transport Scotland is the national transport agency for Scotland, established as an Executive Agency, and accountable to Parliament and the public through Scottish Ministers, with a budget of £3.5 billion per year (24/25). Transport Scotland and its subsidiaries are focused on delivering the Scottish Government’s vision for transport as set out in the National Transport Strategy. This includes maintaining and safely operating our existing transport systems , providing funding to key public transport services including bus, rail, and ferries as well as maintaining and improving the trunk road network, including the A9 Dualling Programme.
This is a high performing Scottish Government executive agency, driving forward an ambitious programme of change for a new transport future for Scotland. This is an enormously important role with regular contact with Ministers and significant oversight and influence over a substantial element of the core Scottish Government budget with a significant forward capital investment plan.

Responsibilities:

  • As Accountable Officer, delivery of Transport Scotland’s functions, as determined by Scottish Ministers.
  • Setting the strategic policy direction for transport across Scotland including the National Transport Strategy, the Strategic Transport Projects Review and Transport’s response to climate change.
  • Ensuring that Scotland’s transport systems within the control of Scottish Ministers are managed efficiently, effectively and economically.
  • In line with Ministers strategic priorities, delivering the Scottish Government’s committed programme of infrastructure enhancements to the transport network including national rail and trunk road infrastructure, ferries and ports infrastructure and bus and active travel infrastructure. This includes oversight of all phases of project delivery from business case development through to procurement and construction.
  • Take actions on net zero in the transport sector, through initiatives such as the Route map to reduce car/km by 20%, Scottish Zero Emission Bus Challenge Fund, the rolling programme of rail electrification, the vision for Scotland’s public Electric Vehicle Charging network and continued investment in active travel to support a shift to walking, wheeling and cycling for shorter everyday journeys.
  • Develop the future of public transport programme to support a sustainable and integrated public transport system for Scotland which is accessible, available and affordable.
