Description:

Central Ozarks Medical Center (COMC) is excited to announce an opening for a Chief Financial Officer! COMC is a Missouri non-profit, federally qualified health center that has served Pulaski, Laclede, Camden and Miller counties for over 40 years. Our goal is to provide the highest quality, affordable healthcare to the communities we serve. COMC is looking for a dynamic, strategic, mission-driven team member with a strong background in finance and management. The ideal candidate will have aproven track record in financial strategy, financial planning and analysis, financial reports, audits, and compliance. The anticipated start date for this position is January 2025.
Responsibilities: The Chief Financial Officer will serve as a member of the Executive Team, and lead the development, implementation, and day-to-day management of all COMC’s processes related to accounting, financial planning and reporting, budgeting, business and operational reporting and analysis, performance measures and decision support. This CFO is a member of the health center’s Executive team and will participate in strategic planning, provide input on health center programs and operations when appropriate and will represent COMC in the community, as requested by the CEO.

Provides direct supervision to the following positions:

  • Controller
  • Director of Revenue Cycle
  • IT Manager

PRIMARY ACCOUNTABILITIES

Achieve Results

  • Affect the success of the organization through the establishment and management of all financial budgeting, business, operational and financial planning processes for the organization.
  • Ensure the effective development and day to day management of systems and processes associated with accounting, revenue cycle, billing, reporting, decision support and information technology.
  • Provide expert support and financial stewardship for the organization. Ensure risks and issues which may affect the financial health of the organization are identified, addressed, and remedied.
  • Ensure the organization’s leadership, including its Board of Directors, is supported with timely and accurate planning, budgeting, accounting, and reporting of financial and operational outcomes.
  • Support new business development through expert analysis, planning, and decision support.

Operational Excellence

  • Responsible for oversight of annual audits and cost reporting processes.
  • Provide oversight of Accounts Payable, Accounts receivable, Revenue Cycle, and Payroll processes.
  • Manage multiple grants at the local, state, and federal levels to ensure compliance.
  • Responsible for high level analysis related to grant program development and Health Center strategy and growth.
  • Knowledge of 340B program and collaboration with 340B/pharmacy staff to ensure growth of program and compliance with all federal and state regulations/reporting requirements
  • Ensure that all financial, accounting, and administrative policies, functions, systems, and processes are performed consistent with all generally accepted accounting principles (GAAP) as well as within the highest professional, ethical, and legal standards.
  • Establish and/or measure business and operating compliance with all internal policies and practices, as well as local, state and federal laws and regulations.
  • Ensures Health Center policies are compliant with GAAP and HRSA requirements.
  • Serve as a member of the Finance Committee and attend/participate in Board of Directors meetings at the request of the CEO.
  • Present timely and accurate reports to the CEO and the Board of Directors.
  • Participate in Health Center activities and actively engage as a member of the leadership team.
  • Serve as organizational decision maker in absence of the CEO.

Relationship Management

  • Establish and ensure collaborative, supporting relationships within the organization.
  • Establish and maintain positive, effective relationships with key resources, including the Bureau of Primary Health Care, Missouri Primary Care Association, state agencies and funding sources, banks, lenders, regulators, audit firms, and related external resources.

Leadership and Supervision

  • Implement and uphold all policies of the organization and ensure that all operations are consistent with the stated mission and direction set forth by the Board of Directors.
  • Foster a workplace that results in the development of a high performing team. Recruit, develop and inspire a highly effective team of financial and operational professionals.
  • Ensure that all staff in assigned departments are properly trained, coached, and directed, and that clearly defined measurements of performance and rewards are utilized to enhance individual and organizational effectiveness.
  • Other duties as assigned.

Qualifications Requirements: The CFO should have 7-10 years’ progressive experience, preferable in a healthcare environment, in the areas of general accounting. Knowledge of cost reporting, grant oversight, and insurance is preferred. Knowledge of ACOs, and other insurance programs and incentive programs is preferred. Must have k knowledge of 340B prescription program. Experience in partnering with an executive team and a high level of written and oral communication skills required. Must have the ability to plan and organize work so as to meet deadlines.
Education and/or experience: The CFO must have completed a program of study in the field of accounting or have appropriate experience in related fields. A master’s degree in accounting or business administration is required.
Language Skills: Ability to read, analyze, and interpret financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and the Board of Directors.
Mathematical Skills: Ability to work with all accounting concepts.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
