GENERAL SUMMARY

The Chief Financial Officer (CFO) is a key member of the City’s leadership team, responsible for managing the financial operations of the city. This position involves strategic financial planning, management of city funds, budgeting, accounting, and financial reporting. The CFO will ensure compliance with all local, state, and federal regulations and will provide leadership in optimizing the city’s financial performance and strategic position.

THE ANTICIPATED HIRING RANGE FOR THIS POSITION IS $164,780 - $197,692 DEPENDING ON THE QUALIFICATIONS OF THE SUCCESSFUL CANDIDATE.

THE POSITION

The Chief Financial Officer (CFO) is a key member of the City leadership team, providing fiscal management critical to the City’s operational success. The CFO will be a “hands-on” working Director experienced in all areas of finance, with an emphasis on proven expertise in the areas of budget, financial forecasting, and capital improvement planning and financing. Collaboration is a key organizational value; the CFO will work closely with City leadership and staff, and synthesize information from many avenues, including the City Administrator, department directors, staff, and outside agencies to effectively coordinate budgeting, forecasting, strategic plans, and financial resource management to achieve organizational objectives. The City is seeking a CFO who is solution oriented, committed to public service, and adept at long-term strategic planning, The successful candidate will be responsible for leveraging an existing diverse revenue base while also identifying funding and financing strategies to address the City’s long-term capital needs.

TYPICAL QUALIFICATIONS

KNOWLEDGE: Thorough knowledge of the principles and methods of fiscal management and budgetary control; of fiscal accounting principles, practices and procedures. Considerable knowledge of municipal organizations including applicable budgetary laws and regulations. Working knowledge of electronic data processing principles, practices, software and equipment.
SKILL: Demonstrated skill in preparing written and verbal reports and projects; skill in the operation of equipment necessary to perform the functions of the job.
ABILITY: Ability to analyze variety of fiscal problems and make recommendations; to plan, organize, supervise and evaluate the work of others; to communicate effectively verbally and in writing; establish and maintain effective working relationships with the employees, City officials, other departments, banking and investment officials, and the public. Ability to be bonded.
TRAINING: Graduation from college or a university with a Bachelor’s Degree in Accounting, Business or Public Administration or closely related field; Master’s degree desired. Designation as a Certified Public Accountant or CGFO is preferred.
EXPERIENCE: Eight (8) years of increasingly responsible professional fiscal experience in public operation of moderate size and complexity with minimum of five (5) years managerial experience or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS

  • Possession of a valid Colorado Driver’s license with a safe driving record is desired.
  • Ability to pass a thorough background investigation, including a credit check.

Responsibilities:

The following duties are illustrative only and are not intended to be all inclusive:

Plan, direct, organize and review general procedures and results of fiscal management including accounting, budgetary control, revenue collection, special assessments, investment programs, City purchasing, and budget preparation.

  • Develop and institute systems, operations and procedures relative to fiscal control programs, draft and issue department rules and regulations, policies and procedures; implement directives from the City Administrator.
  • Review expenditures and budget appropriations; make adjustments resulting from budget revisions; prepare reports which would serve as a basis for budget requests; analyze cost of operations; develop annual and long-range budgets; confer with the City Administrator and Department Directors to solve budgetary and fiscal problems, prepare of cost estimates and resolve related issues.
  • Oversee the administration and enforcement the City’s tax and license ordinances; ensure the City conducts audits to determine tax liability as required; interpret and explain legal provisions, regulations and procedures relating to taxation and license requirements.
  • Support the cross departmental utility billing functions of the City; ensure that billing policies are adhered to.
  • Oversee and support staff in the following functions: purchasing, payroll, accounts payable, accounts receivable, and auditing.
  • Meet and confer with City officials, consultants, interested community groups, and the public on all facets of the Finance Department and its related responsibilities.
  • Responsible for all financial compliance reporting including IRS, federal regulations, state requirements, etc.; implement accounting methods to ensure compliance with Generally Accepted Accounting Practices (GAAP) and manage the annual audit of City’s financial records and transactions.
  • Develop and implement sound financial policies to ensure fiscally responsible decisions and guidelines are institutionalized; administer the debt and related legal requirements of the City.
  • Direct the maintenance of a variety of department records and files; issue and preserve official documents and records; serve as Treasurer of the City.
  • Attend conferences and meetings to keep abreast of the current trends of the field.
  • Perform related work as required and assigned.
