In addition to having a passion for technology and data strategy, we are seeking an innovative leader to help shape the future at the Health Care Authority. This role requires an expert collaborator with proven experience as CIO or similar managerial role, in a dynamic environment. If you have executive level experience as an information technology leader, and have knowledge of state and federal technology systems, issues, and environment, this opportunity may be for you.

REQUIRED QUALIFICATIONS:

  • At least five years of management experience, including oversight and supervision of other managers and operations.
  • At least five years of information technology (IT) experience in one or more of the eleven state IT job families.
  • Information technology policy-Knowledge of state and federal IT and HIPAA regulations, and other pertinent privacy and security rules.
  • Experience in working collaboratively with all levels of government service including federal, local - cities and counties, other states, tribal governments, elected officials, appointed boards and commissions.
  • Experience in managing and providing vision for information systems/technology.Communication Skills

    PREFERRED QUALIFICATIONS:

    • Executive experience as a Chief Information Officer within the Healthcare industry.
    • Statewide experience with enterprise architecture. Experience providing enterprise architecture leadership.
    • Senior IT management level experience at a state government level including managing a large, complex operating budget.
    • Thorough knowledge of state and federal technology and systems issues and environment.
    • Demonstrated knowledge, experience and accountability in strategic leadership and planning in a complex, multiservice organization.
    • Proven ability to develop strategic plans and set technology direction.
    • Direct and manage complex activities; plan, organize and coordinate work.
    • Coach, mentor and support staffs’ efforts to succeed.
    • Actively contribute to a work environment that embraces diversity and uses diverse perspectives to help achieve organizational goals.
    • Comprehensive knowledge of data processing methods, computer software systems, system design and development, business process analysis, and IT infrastructure management.
    • Management and oversight of budgets which include multiple sources of federal and state funds.
    • Graduate level degree with major study in information systems, computer science or closely related field, or equivalent experience.

    Responsibilities:

    SOME OF WHAT YOU WILL DO:

    • Provide leadership and strategic direction for the development and implementation of a statewide Enterprise EHR Program.
    • Address legal or policy issues to ensure information may be shared securely and with appropriate privacy protections.
    • Develop collaborative partnerships with internal and external stakeholders and trading partners.

    Leadership:

    • Provides advice and direction on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Negotiates all IT acquisition contracts, soliciting involvement and participation of other management team members as appropriate.
    • Provides responsive advice, counsel, education and service to the agency concerning IT issues and trends in the IT industry.

    Management and Oversight:

    • Approves, coordinates, and controls all projects related to selection, acquisition, development, and installation of major information systems for the agency.
    • Develops and maintains agency IT policies and standards relating to the acquisition, implementation, and operation of information technology systems.

    Human Resources Management:

    • Serves as appointing authority for the Enterprise Technology Services division. Responsible for the recruitment, development, motivation and retention of assigned management and staff conforming to budgetary objectives and personnel policies. This shall be accomplished through the consistent practice of sound human resources concepts, thereby achieving teamwork, employee security, mutual respect, and maintenance of the highest level of professionalism.
