Description:
MINIMUM QUALIFICATIONS
Education: J.D. from an American Bar Association recognized law school.
Experience: Six years’ experience in the active practice of law.
License/Certification: Valid driver’s license and/or access to transportation for statewide travel.
Special Requirements (optional): Must be an active member of the New Hampshire Bar Association and in Good Standing.

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
Responsibilities:
Coordinates legal activities and provides legal guidance to DOC and acts as general counsel to the Commissioner.
Advises DOC senior officials, managers, and program professionals on proper interpretation and implementation of state and federal statutes and rules and develops training to ensure that DOC actions are within the scope of its authority and consistent with applicable law.
Provides direct oversight and responsibility for conducting research and providing consultation and assistance in the development of policy, administrative rules and various federal plan amendments related to federal and State statutory and regulatory requirements.
Provides guidance to staff responding and at times, may respond directly, to legislative, legal and public inquiries relating to the Department.
Directs and coordinates litigation responses in court and administrative actions where the Department is a party and serves as the department’s liaison to the Office of the Attorney General in NHDOC cases which involve the Attorney General.
Provides legal assistance with the development and execution of the procurement processes including requests for proposals and contracts.
Analyzes and formulates solutions to legal issues that impact the Department to ensure compliance with state and federal laws, rules and regulations.
Performs various legislative functions on behalf of the department including collaboration and advising the strategic communications team in drafting legislation and may be called upon to represent the department at legislative hearings and at legislative committee and commission meetings.
Participates in regional and national workgroups on corrections legal matters, and continually seeks to improve practices that add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
Perform administrative and management functions related to the practice of law including but not limited to gathering evidence to formulate defense, prepare legal briefs and opinions, and examine public and other legal records.
